PUBLIC NOTICE IS HEREBY GIVEN THAT THE GOVERNING BODY OF WASATCH BEHAVIORAL HEALTH SPECIAL SERVICE DISTRICT WILL HOLD A PUBLIC MEETING SCHEDULED FOR MONDAY, JULY 28, 2026, AT 9:00 A.M. MOTION: Motion to approve the minutes made by Commissioner Gordon and seconded by Commissioner Beltran. Motion Passed 2-0 REGULAR AGENDA 1. Ratify the Expedited Approval of and Sign a Resolution Adopting the Tentative Fiscal Year 2027 Budget for Wasatch Behavioral Health Special Service District. MOTION: Motion to approve agenda item #1 made by Commissioner Gordon and seconded by Commissioner Beltran. Motion Passed 2-0 2. Ratify the Expedited Approval of and Sign a Resolution Adopting an Amendment to the Fiscal Year 2026 Budget for Wasatch Behavioral Health Special Service District. MOTION: Motion to approve agenda item #2 made by Commissioner Gordon and seconded by Commissioner Beltran. Motion Passed 2-0 3. Approve and Authorize the Signing of an Agreement with Anson Family Counseling. 4. Approve and Authorize the Signing of an Agreement with Kick the Habit Addiction Medicine, PLLC. 5. Approve and Authorize the Signing of an Agreement with Bilingual Family Services LLC. 6. Approve and Authorize the Signing of an Agreement with Nebo School District. MOTION: Motion to approve agenda items #3 through #6 made by Commissioner Gordon and seconded by Commissioner Beltran. Motion Passed 2-0 7. Ratify the Approval and Authorization of signing of an Agreement with Utah Department of Health and Human Services-Medicaid Contract #262703539, Funding for FY27, and authorize the Chief Executive Officer to execute the agreement through DocuSign. Adopt Resolution Authorizing the Establishment of the Governing Authority Board of Wasatch Behavioral Health Special Service District for a New Banking Account and Banking Relationship with Glacier Bancorp dba Altabank. MOTION: Motion to approve agenda item #1 made by Commissioner Gordon and seconded by Commissioner Beltran. Motion Passed 2-0 11. Directors' Briefing/QUAPI Report a. General Agency: Randy provided an update on the architectural plans for the Eagle Mountain property. The project is expected to be completed within 18 months to two years. Due to the growing need for behavioral health services in the area, planning efforts are focused on preparing for current and future population growth and expanding access to needed mental health and substance use treatment services. b. Clinical and Community Services Division: Elizabeth provided an update on the Alpine School District split and ongoing negotiations with the newly formed districts regarding school-based services. Contract development is underway with key partners in the Alpine Peaks School District to support continued service delivery. c. Crisis and Intensive Services Division: Scott shared his excitement about the upcoming Commissioners Cup and reviewed how proceeds from the event support the Giant Steps program through classroom and treatment equipment, supplies, and other program needs. He also reported that increased community education and outreach efforts are contributing to higher utilization of crisis services. d. Substance Use Disorder Division: Amy highlighted family services for individuals and families impacted by substance use. The program addresses attachment and relationship issues caused by parental addiction, supports parents in maintaining sobriety, and helps rebuild healthy family connections. Services are available to both men and women and have helped families strengthen relationships, improve community engagement, and achieve greater stability in areas such as housing and employment. e. Human Resources: Evan reported strong recruitment activity, with a high volume of employment applicants. He noted that staffing levels are currently stable and that the organization is in a positive position with its existing workforce. f. Commissioner's Report: The Commissioners reported that the Point-in-Time Count results have been released, showing a decrease of 83 unsheltered individuals statewide, including 43 in Utah County. They commended the individuals, staff, and community partners whose efforts contributed to this outcome. The Warming Center is scheduled to operate from November 1 through March 14. They also shared information about a new program, Laying the Roots, which will be offered on Tuesdays and Thursdays for up to 15 participants. The program uses a curriculum developed by BYU and is designed for unsheltered individuals who apply and qualify. Wednesdays will be dedicated to resource nights. The Commissioners also announced a campaign to collect 250 sleeping mats in conjunction with America 250. The mats are available for purchase through Amazon for approximately $29 each, and a direct link to the campaign will be distributed this week. Approve and set a date, time, and location for a Closed Meeting for a strategy session to discuss pending or reasonably imminent litigation for today's date, at this location, following the completion of the Regular Agenda.
