City of Aurora City Council Meeting July 20, 2026 Page 1 CITY OF AURORA CITY COUNCIL MEETING JULY 20, 2026 FINAL Mayor Sprague called the city council meeting to order at 7:00 pm. Parker Vercimak gave an opening expression of choice and the Council recited the Pledge of Allegiance. PRESENT: Mayor: Bryan Sprague Council Member: Parker Vercimak Council Member: Amy Croft Council Member: Hunter Whitney Council Member: Andy Rasmussen Council Member: Cory Johnson Maintenance Manager: Jordon Bosh STAFF PRESENT: Recorder: Clint Johnson EXCUSED: VISITORS: Shay Morrison R6 Regional Council, Lora Fielding- Salina Sun, Winter & Tracy Jacobsen, Jeff & Annette Jacobsen, Scott Johnson Sevier County Commissioner, Cole Johnson from the Aurora Youth Council City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the June 15, 2026 meeting City Council Member Andy Rasmussen moved to accept the minutes of the June 15, 2026 meeting with corrections. City Council Member Hunter Whitney seconded the motion. The motion was approved by members: Whitney, Croft, Rasmussen, Johnson and Vercimak. City of Aurora City Council Meeting July 20, 2026 Page 2 2- OPEN SESSION- No one came forward to address the Council. 3- SWEARING IN OF NEW POLICE OFFICER- New Aurora City Police Officer, Tracy Jacobsen was sworn into office by Mayor Bryan Sprague. Officer Jacobsen was congratulated by the Council and Mayor and welcomed to the Aurora City family. 4- YOUTH COUNCIL AWARDS GIVEN- City Council member Parker Vercimak presented certificates of achievement to those who have participated in Youth Council during the past year. Cole Johnson was in attendance and was given his certificate by Mr. Vercimak. Mr. Vercimak also informed the Council that new elections will be held in coming weeks and a new Youth Council will be installed. 5- SHAY MORRISON R6 REGIONAL GROUP- Mr. Morrison made his regular visit to the Council to discuss various items. Mr. Morrison discussed UWI regulations and adoption. He also went over options for code listing. The Council asked Mr. Morrison for help in meeting state requirements and upcoming deadlines for various items. Fireworks for the upcoming July 24th holiday was also discussed and late regulations handed down from the state. Council Member Andy Rasmussen moved to approve changing the code listing from Municode to Civiclink. Council Member Hunter Whitney seconded the motion. The motion was approved unanimously. Council Member Parker Vercimak abstained citing a conflict of interest. The Council also moved to approve defaulting fireworks regulations back to the same regulations that were approved for the 4th of July. No formal motion was made but the Council was unanimous in their decision. City of Aurora City Council Meeting July 20, 2026 Page 3 6- BIKE PATH DISCUSSION- Sevier County Commissioner Scott Johnson presented information to the Council regarding funding and plans for the proposed bike path from Salina City to Aurora. Mr. Johnson stated that the bridge work would be started in October and that the federal funding has been transferred to UDOT. Biding for the remainer of the project will be in May of next year. Mr. Johnson also informed the group that there will be a meeting held on the upcoming Thursday at 2:30 pm in Richfield. Mr. Johnson also discussed some of the recent flooding that has taken place in Sevier County with the intense rains that have fallen. 7- 4TH OF JULY RECAP AND DISCUSSION- City Council Member Cory Johnson informed the Council that this year's July 4th celebration was a success. Mr. Johnson discussed the number of people who participated in the event, the vendors, the activities and the band for the 3rd of July. He also discussed the 5K race that was held with Redmond Minerals being the sponsor and the events on Saturday the 4th. Mr. Johnson stated that this was the biggest year in the event's history with Aurora City being able to contribute $5,500.00 to North Sevier High School. Mr. Johnson also thanked the City Council Members for their assistance with the event and spoke about some changes for next year. 8- FLOOD ZONE ORDINANCE- Mr. Johnson explained to the Council that the Planning Commission is beginning work on a new flood zone ordinance. The purpose of this ordinance is to cover Aurora City against liability for any damage done to homes when floods occur. The current flood zone only encompasses small areas within the city. A new flood zone map will be issued by the federal government in the near future so this ordinance will only be needed for a short time. The Planning Commission will finish their work next month and it should be before the City Council for their September meeting. City of Aurora City Council Meeting July 20, 2026 Page 4 9- VANDALISM AT WEST PARK- Maintenance manager Jordon Bosh informed the Council that someone has shot out the lights at the West Park. Mr. Bosh stated that he was unsure if the damaged was done by those individuals who had been shooting out lights in town or if they were damaged by someone else. Mr. Bosh also stated that he has purchased some trail cameras to install at the park to help identify any individuals who may be involved in the future. 10- WEBSITE APPROVAL- Mr. Johnson stated that Mr. MacArt has been busy working on the website for Aurora City that was approved during last month's meeting. Mr. Johnson stated that he needed funding approval now for completion of the project. Council Member Hunter Whitney moved to approve funding for the new Aurora City website. Council Member Andy Rasmussen seconded the motion. The motion was approved unanimously. Council member Amy Croft abstained from the vote citing a conflict of interest. 11- COUNCIL MEMBER REPORTS- Amy Croft- Ms. Croft informed the Council everything was good with the Court and that there is a mouse living in the Scout Cabin. Mr. Bosh stated that he would try to take a look at the issue. Hunter Whitney- Mr. Whitney told the Council that applications for a new NS Recreation Director have been received and that the Board would be interviewing in the near future. He also stated that football numbers are up for participants and that things seem to be moving in the right direction. Mr. Whitney also discussed plans from the beautification committee for the upcoming day of service. Cory Johnson- Mr. Johnson asked about perhaps charging booth fees for next year's 4th of July celebration. Parker Vercimak- Mr. Vercimak stated that the by-laws for the youth council need to be updated and some changes will be necessary. He also discussed the appointment of officers vs the election of officers and the advantages of both plans. Mr. Vercimak stated that the Christmas at Willowbend Committee is working on the upcoming November event. City of Aurora City Council Meeting July 20, 2026 Page 5 Andy Rasmussen- Mr. Rasmussen informed the Council that the police department has a new radar device installed to help with their patrolling. He also stated that the Fire Department did well on their dinner at the 3rd of July celebration making about $7500.00. Jordon Bosh- Mr. Bosh stated that he had bids for a booster pump from Moore's electric. A diesel pump would be about $46,996 or a gas pump would be $43,280. It would be nice to have a pump in the event that Rocky Mountain Power needs to turn off electricity for an extended period of time. Mr. Bosh stated that he would get updated bids for discussion at next month's meeting. Mr. Bosh also discussed some maintenance needed on his work vehicle. The Council also brought up some concerns about the trees at the City Park. The lawn mower has been hitting the trunks for the trees and it is causing them to die. Mr. Bosh stated that he would use the other mower to cut the grass in that area. 12- WATER AND FINANCIAL REPORTS REVIEWS- The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget. 13- ADJOURNMENT- The Council completed their business at 9:20 pm and the meeting was adjourned with Mayor Sprague offering a closing expression of choice.
