PLANNING DIVISION HISTORIC LANDMARK COMMISSION AGENDA Thursday, September 3, 2026 at 5:30 PM City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 MEETING PARTICIPATION To comment during the Public Hearing portion of the meeting, please join us in person: - Individuals: Each person gets two (2) minutes. - Recognized Community Organizations: Representative gets five (5) minutes. Note: Speakers cannot transfer their time to another person. SUBMITTING WRITTEN COMMENTS If you are unable to attend the meeting in person but would like to submit comments on an agenda item, please email the staff contact listed for that specific item. Submission Deadlines: - Comments must be received by 12:00 PM on the Wednesday the week before the meeting to be included in the Staff Report. - Comments received between 12:01 PM on the Wednesday the week before the meeting and 12:00 PM on the day of the meeting will be forwarded to the Commission (but not included in the Staff Report). Note: Comments and materials received after the deadlines may not be reviewed prior to the meeting but will be added to the official record. Emails received will not be read aloud during the meeting. During this time, the Commission may also receive training related to their roles and city planning topics. MEETING OPENING CALL TO ORDER ROLL CALL REPORT OF THE CHAIR & VICE-CHAIR REPORT OF THE DIRECTOR Note: The order of agenda items may be changed at the Commission's discretion. MEETING MINUTES 1. Approval of the Minutes for August 6, 2026 CONTINUATION 2. Major Alteration at Approximately 378 N Quince St (Not a Public Hearing) - On August 6, 2026, the Historic Landmark Commission tabled a request by Upwall Design, on behalf of the property owner, for approval for a major alteration to the Carlson House, a local landmark site located at the address listed above within the Capitol Hill Local Historic District. The proposal includes construction of a new two-story addition to the Carlson House. The property is zoned SR-1A (Special Development Pattern Residential District) and is within Council District 3, represented by Chris Wharton. National Register Nomination for Gilgal Sculpture Garden at Approximately 749 E 500 S - The State Historic Preservation Office (SHPO) has received a request to add the Gilgal Sculpture Garden, to the National Register of Historic Places. The National Register Review Committee will consider this nomination at their meeting on September 17, 2026. The SHPO is requesting review and input from Salt Lake City as the Certified Local Government in this matter. The subject property is within Council District 4, represented by Jennifer Napier-Pearce. National Register Nomination for Killen House at Approximately 239 E Dorchester Dr - The State Historic Preservation Office (SHPO) has received a request to add the Desmond and Pamela Killen House located at the above-listed address, to the National Register of Historic Places. The National Register Review Committee will consider this nomination at their meeting on September 17, 2026. The SHPO is requesting review and input from Salt Lake City as the Certified Local Government in this matter. The property is not located within a Local Historic District or listed as a Local Landmark Site and would not be subject to any local reservation standards found in the H (Historic Preservation Overlay) zoning district. New Construction & Major Alteration at Approximately 56 & 58 E Hillside Ave - Marcus Stevenson with Garbett Homes is requesting a work session to obtain feedback from the HLC regarding their New Construction and Major Alteration proposal within the Capitol Hill Historic District and RMF-35 zoning district. The proposal includes a new multifamily building with 6 units, with frontage on Hillside Avenue. There is an existing contributing structure at the rear of the property that will be rehabbed and include the construction of a two-unit addition attached to the rear of the structure. The project has a total of 9 units. The property is in Council District 3, represented by Chris Wharton.
