FINAL PUBLIC NOTICE City of Washington City, Washington County, Utah, (Sub-Applicant) has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through the Utah Department of Public Safety, Division of Emergency Management (Applicant), as a Subrecipient. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA's implementing regulations at 44 C.F.R. Part 9, FEMA is required to consider alternatives, and to provide public notice of any proposed actions in or affecting floodplains or wetlands. The public is invited to participate in the review. The public may identify alternatives for restoring the facility and may participate in analyzing the impact of the alternatives on the facility and the floodplain. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions Sub-Applicant: Washington City, Washington County, Utah Project Title: HMGP-4752-01R Washington City Mill Creek Erosion Protection Project Location of Proposed Work: 37.116244, -113.502233 Special Flood Hazard Area Zone: The project site is located in flood hazard Zones AE Special Flood Hazard Area (otherwise known as the areas of 1 percent annual chance of flooding) and is within the floodway, per FEMA flood insurance rate map (FIRM) panel 49053C1032G for City of Washington City, dated April 2, 2009. The proposed work conforms to all applicable State of Utah and local floodplain regulations. Proposed Work and Purpose: The proposed project includes the installation of erosion protection improvements, removal and replacement of a pedestrian bridge and associated trail infrastructure, installation of grade control structures within the streambed, removal of invasive plant species, and planting of native riparian species along Mill Creek in Washington City, Utah. The streambank erosion protection will begin approximately 15' upstream of the Industrial Drive box culvert, tying into the wing walls of the existing box culvert crossing under Industrial Drive, and continue approximately 200 linear feet downstream, ending 35' feet below the new pedestrian bridge location. One of the grade control structures is to be installed adjacent to the cutoff wall of the existing box culvert, with the other located just downstream of the proposed 50' pedestrian bridge. The proposed 50' wide pedestrian bridge will replace the existing ca. 2010 pedestrian bridge and is to be installed approximately 65' upstream from its current location. The purpose of this project is to reduce the risk of flood damage to properties during a high flow event. The project will address a head cut that has formed in Mill Creek and will mitigate the risk of scour along the banks. This project would substantially reduce the risk of future damage from non-localized flooding by mitigating lateral erosion risk, protecting existing utilities, increasing the conveyance capacity at the bridge crossing, allowing for the natural restoration of channel geometry to more closely match natural conditions, and preventing further degradation of the streambed through the project area. Project Alternatives: Preferred Alternative (install erosion protection measures and replace the pedestrian bridge) This is the option being pursued by City of Washington City in this grant request. Erosion protection work, which entails the placement of riprap, installation of grade control structures within the stream bed, planting of native species along the creek, and replacement of the pedestrian bridge. Other Alternative #1 (No Action): The no-action alternative is not recommended because it would leave the community exposed to the risk of erosion on Mill Creek. The pedestrian trail would lose functional access of the bridge, and the box culvert crossing Industrial Drive would be adversely impacted. Therefore, the No Action Alternative is not feasible. Other Alternative #2 (Alternate Design): This alternative considered installing erosion protection around the existing pedestrian bridge abutments without expanding the bridge opening and installing a single grade control structure at the downstream end of the box culvert crossing under Industrial Drive were considered as an alternative to the proposed project. This alternative is not recommended because it would further compound the existing erosion issue by reducing the conveyance capacity at the bridge even further, leading to additional erosion at and immediately adjacent to the structure. Additionally, the existing vertical drop from the edge of the box culvert crossing to the flowline of Mill Creek downstream of the existing pedestrian bridge is too great for a single grade control structure to accommodate. Therefore, Alternative #2 is not feasible. Comment Period: This will serve as the final public notice regarding the above described action funded by the FEMA HMGP program. Maps of the project area and its location within the floodplain and in wetlands are available for public inspection. Parties interested in receiving a copy of either map should contact the FEMA Region VIII Environmental Officer using contact information provided in this notice.
