Cleveland Town Council Meeting Approved Minutes July 09, 2026
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, July 9, 2026 at 7:00 pm. In attendance were: Mayor Shawna Horrocks, Whitney Guymon. On phone were Kristen Vose and Chance Thompson. Absent: Carl Sitterud. Attending were the clerk, Nancy Livingston, and treasurer, Heather Holt.
Public Attendance: Rick Rasmussen and Boyd Griffin.
Called to order at 7:06 pm. Pledge led by Shawna Horrocks.
Minutes: Motion to pass the minutes for last month by Chance Thompson. Second by Whitney Guymon. Motion passed.
Public Comments/Questions:
Boyd Griffin asked about 100 South property and want to know if there is anything he can do to help with cleanup. Mayor Horrocks explained that they are working on cleaning it up. Property owner will contact Mayor when she needs help with cleanup.
Item #1 Discuss/Approve/Deny Rick Rasmussen concerning property.
Rick Rasmussen explained that Dan Wells sent him a quit claim deed for the piece of property that has the C and horse with cattle on. Mr. Wells is deeding it to the Town. Mr. Rasmussen has promised that he and his family will take care of it. He plans to beautify it up with drought resistant plants or trees. He would like the town to get a secondary water connection in there so that he can water the plants. He handed deed to clerk who will have to get it recorded. Mr. Rasmussen also suggested asking residents to donate money or plants to help beautify that area.
Item #2 Discuss/Approve/Deny Emery County Pre-Disaster Mitigation Plan.
Clerk explained Resolution. Motion made by Mayor Shawna Horrocks to approve and accept the Emery County Pre-Disaster Mitigation Plan. Second by Whitney Guymon. All were in favor, motion passed.
Item #3 Approve/Deny fire department spending money to fix 2 trucks.
Fire Department needs the def system fixed on the brush truck for $2088.89 and tie rods on crash truck replaced $619.30. Motion by Kristen Vose to approve expenditure. Second by Chance Thompson. Roll call vote: Whitney Guymon-yes, Kristen Vose-yes, Chance Thompson-yes, Shawna Horrocks-yes. All were in the affirmative, motion passed.
Item #4 Discuss/Approve/Deny business license non-compliance.
Kristen Vose explained that Deana Murray was on the Planning n& zoning agenda for a business license.
She said at the meeting she didn't need one and then tried to put her Mother in her agenda spot. Need to send letter to her that she does need one. Motion made by Shawna Horrocks to send letter. Second by Chance Thompson. All were in favor, motion passed.
Item #5 Discuss/Approve/Deny changing watering times to allow night watering.
Discussion about changing times on sign to allow residents to water at night either put new hours or just put the do not water during these hours during the day. Decision was made to just leave the times as they are.
Item #6 Approve/Deny non-compliant ordinance issues.
Already did with in public comments.
Item #7 Discuss Cleveland Days.
Whitney asked which council preferred out of bull ride, bounce house, or face painting. Came up with paying for wrist band idea so then we could have all 3 activities. Buy wrist band and do all the activities as much as they want. Heather found bands that can be written on.
Item #8 Discuss/Approve/Deny bills and city financials for payment.
Motion to pay the bills and city financials was made by Whitney Guymon. Second by Shawna Horrocks. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Shawna Horrocks-yes, Chance Thompson-yes. All were in the affirmative, motion passed.
Item #9: Council Reports.
Chance Thompson(LEPC): no meeting.
Carl Sitterud(Rec): absent
Shawna Horrocks(CVSSD, EMS): EMS meeting did fiscal audit, gave flyer about EMT class and CPR class, and will be in parades and have booth for EMT info. CVSSD went over next year's projects.
Kristen Vose(PZ): Planning & Zoning missed meeting. Said that Deana Murray told Planning & Zoning that she didn't need a business license, we will find state statute or ordinance about it so she knows that she will need to get a business license.
Whitney Guymon (YC): met with Mayor Shawna Horrocks, Darcey Powell, Liz Turner went well. They can do volunteer work for events and mailers. Shari Jensen with TSJ is coming to do cleanup for Cleveland Days on July 17. Want a top priority list to focus on weeding park & playground, spray wash pavilion, sidewalk gutters, area behind the old town hall needs to be drug. Idea for next year about fishing pond with a fish fry after.
Item #10 Adjourn Meeting.
Mayor Shawna Horrocks made a motion to adjourn the meeting. Second by Whitney Guymon. All were in favor, meeting adjourned.
