Orangeville City Council Regular Meeting Minutes July 9, 2026 7:00 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- David McKee, Kari Alton, Kevin Butler, Zoning Admin.- Seth Manning, Maintenance- Travis Richards, Treasurer Jessica Allan, Recorder Christine Kurta Visitors: Tracy Addley, Harry Hanson REGULAR SESSION 1. Introduction: made by Mayor Shaun Bell 2. Prayer: Kari Alton 3. Pledge of Allegiance: led by Mayor Shaun Bell 4. Approval of Bills and Warrants: Motion: made by Kari Alton Seconded by: David Mckee Voting Roll Call: David McKee- Yes, Kari Alton _Yes_, Kevin Butler- Yes. Motion passed with 3 affirmative votes. 5. Approval of June 11, 2026 Budget Hearing Minutes: Motion: made by Kevin Butler Second: David McKee Motion passed with 3 affirmative votes. 6. Approval of June 11, 2026 Enterprise Hearing Minutes: Motion: made by David Mckee Second: Kari Alton Motion passed with 3 affirmative votes. 7. Approval of May 14, 2026 Regular Session Minutes: Motion: Kevin Butler Seconded: Kari Alton Motion passed with 3 affirmative votes. 8. Public Comment: None 9. Girls State Report: Elly Stilson attended Girls State and wanted to thank Orangeville city for their support. She stated that it was a great learning experience. 10. Approve RESOLUTION 2026-9-A RESOLUTION AMENDING THE ORANGEVILLE CITY FEE SCHEDULE AND ADOPTING AN UPDATED CONSOLIDATED FEE SCHEDULE This was discussed at previous Public Hearing. Motion: Kevin Butler Seconded: David Mckee Voting Roll Call: David McKee- Yes, Kari Alton _Yes_, Kevin Butler- Yes. 11. Approve- Resolution 2026-10 - A RESOLUTION OF ORANGEVILLE CITY ADOPTING THE EMERY COUNTY PRE-DISASTER MITIGATION PLAN City Recorder Christine Kurta explained the that this agreement that we will work with the Sherriff's Department in the event of a natural Disaster. Motion- David McKee Seconded: Kari Alton Passed with 3 Affirmative votes 13. Approve - Account Credit for Susan Abass being charge for an extra garbage can. Treasurer Jessica Allan explained that the extra can was turned in but she continued to be charged for the second can. This credit would be on her utility account Motion: Kari Alton Seconded: Kevin Butler 14. Approve/Deny- Adding Christine Kurta & Jessica Allan to Zions Bank Accounts- Required by the bank. Motion: David Mckee Seconded: Kevin Butler 16. Ratify- AC repairs- City Hall and Community Center - Tabled due to bill not yet received. Motion: Kevin Butler Seconded: David McKee 15 Staff Reports Seth Manning: Planning and Zoning- fences are going up around town. Also working on Nuclear Energy Ordinance. Informed Board about dog issue that is escalating. Seth shared multiple reports regarding a dog causing issues. Previously a certified letter had been sent but had been refused or not picked up. He will be turning this over to Emery County Sherriff's office. Council Member Kari Alton asked if we had tried to contact dog owner. Animal Control Representative responded that there are Documented efforts to knock on door, have law enforcement speak to dog owners to no response. Council Members stated that these dogs are more of an issue that is documented and that they can be found harassing walkers and bikers on a regular basis. He will be turning this over to Emery County Sherriff's office. Travis Richards: Maintenance- Working on weeds around the city, helping to educate and warn people about following the new watering schedule. Everyone received a week grace period, then official warnings began on Wednesday. Council Member David Mckee asked what the plan was with multiple warnings. Current plan is to allow for 1 warning and then turn off the secondary water. Tracy Addley- Fire Chief- Fire department was paged out to a fire in Joe's Valley on the day of the meeting. They were able to get the fire out. The quick response of local workers helped to get the fire out. Forest Service was passed on the way to the fire. Also hosted a visit from local kids at the Fire Station. Jessica Allan- City Treasurer- Currently being trained by Dani Tuttle and they agree that is going well. Jessica Allan is also registered for a Treasurer training conference in October. Christine Kurta- City Recorder- Currently registered for recorders Conference at the end of September. Working on a Nuclear Energy Ordinance. David McKee- EMT pay raises have been tabled by the County Commissioners. Orangeville Ambulance had a 13% availability for the month of June. Requested a breakdown of funds brought in and spent on Orangeville Days. City Recorder will work with the accountant to get that information. Kari Alton- Orangeville Days went great, Youth City Council is off for the summer and will resume in September. Kevin Butler- Lots of mis- information on social media being spread currently and encourages everyone to clarify facts whenever possible. Mayor Shaun Bell- The MOU from the County Commissioners to help with speed limit signs has been approved. The Sidewalk projects are progressing well. The Sidewalk on 3rd west is completed and they are currently working on Main Street. Dumpster. After the most recent overfilling a meeting was held with Emery Sanitation and an agreement was made to get a larger Dumpster. This will allow for more capacity for residents. It will be emptied twice a month. Many other local residents have removed dumpsters due to similar issues with overfilling the dumpsters. Then locals are identified with the overflow of trash have been spoken to but the problem persists. This dumpster is a privilege and costs extra for it to exist for local use. If overfilling and leaving trash around it continue Orangeville City will remove the dumpsters. Valor- For us as a city Valor has been very transparent about what is going on. There is discussion about water needs. The current discussion regarding 1000 water shares is still in the discussion phase. These are conversations regarding the additional water shares. The 1000 water shares is not part of the data center, it is not for use in the Data Center. Annexation process is hopefully going to begin soon. Codes to allow for Valor to be annexed in and we have sent a draft of the nuclear energy industry ordinance is being code. The annexation process is set to begin in the August Meeting. Valor Representative will be present at the meeting. Dirt has been being moved to even out the drive when sidewalk has been being used that is left from water project to be used.
