To view request for grant application materials, navigate to the following link: https://jobs.utah.gov/department/rfg/ohsinnovate/index.html Purpose: This grant opportunity is a DWS-OHS initiative that expands homeless services across the Balance of State (BOS) and Mountainland (MTL) Continuum of Care (CoC) service areas in lieu of the existing seasonal winter response, which currently operates from October 15 through April 30. This will be a competitive RFGA, meaning eligible applicants will submit proposals that are evaluated against established criteria, and awards will be made to the most qualified and highest-scoring applicants. Evaluation criteria include, but is not limited to, the project's alignment with Utah State Code 35A-16-801 and the PSDC framework - Permanently Housed, Stable Employment, Drug Free, and Crime Free - as well as demonstrated community and elected official support. Additionally, all funded projects must serve individuals experiencing homelessness and ensure client access to case management, supportive services, and basic necessities. Program Start Date: September 15, 2026 Program End Date: June 30, 2027 Pre-Proposal Meeting (virtual): August 18, 2026 1:30-2:30 MDT Video call link: https://meet.google.com/sxu-wjhu-the Phone: (US) +1 605-412-4209 PIN: 951 563 329# Contact Information: Program Manager: Lily Ward, lward@utah.gov, 385-454-3275 Contract Analyst: Veronica Salazar, vsalazar@utah.gov, 385-408-9583 Minimum Requirements -Project must be located in the BOS or MTL CoC jurisdiction. -Organization cannot apply for funding over the capped $550,000 per individual project. -Organization must be authorized to do business in the State of Utah. -Coordinate with the LHC to align with other homeless initiatives. -Identified project must be operational during the period of performance (09/15/2026 - 06/30/2027). -Organization does not have current, open findings from DWS-OHS. -Organization is not in default on any contract or grant agreements with DWS. -Contractors who have had a grant agreement with DWS terminated for cause within the previous three (3) years are not eligible to apply. -Funded projects must be open to individuals regardless of race, color, religion, sex, national origin, age, disability, or political affiliation. -Organization must ensure access to services including but not limited to case management, supportive services, and basic necessities. Eligible Projects: Eligible expenses of approved projects include, but are not limited to: -Supportive services expenses (e.g., wages and fringe benefits) -Hotel/motel vouchers -Acquisition, construction, or rehabilitation of an existing structure -Existing structures are pre-existing or a fully or partially constructed building that already physically occupies the site prior to the application. -Acquisition costs may include the purchase or transfer of a building or shelter structure for the purpose of project activities. -Construction costs include, but are not limited to, purchase of building materials and systems, site preparation, structural work, system installation, or -direct payment to contractors in the interest of a site or structure for the purpose of project activities. -Rehabilitation costs include, but are not limited to, renovation of a building to ensure the property is safe, stable, functional and meets applicable building codes prior to being operational. These costs may also include, but are not limited to, purchasing of building materials and systems, site preparation, structural work, system installation, or direct payment to contractors in the interest of a site or structure for the purpose of project activities.
