CITY OF WEST HAVEN * NOTICE OF PUBLIC HEARING TO CONSIDER A CHANGE TO TITLE XV LAND USAGE, DESIGN REVIEW AND LANDSCAPING STANDARDS AND REQUIREMENTS, INCLUDING § 157.730 THROUGH § 157.737 AND §157.985 THROUGH 157.996(7). * PUBLIC HEARING: The Planning Commission of West Haven City, Utah will hold a Public Hearing on the 26TH Day of August, 2026 in the Commission Chambers at 4150 South 3900 West, West Haven, Utah at the hour of 6:00 PM or as soon thereafter as possible, to consider a change of Title XV Land Usage, Design Review and Landscaping Standards and Requirements, including § 157.730 through § 157.737 and §157.985 through 157.996(7). All interested persons shall be given an opportunity to be heard. Public comment can be made in person and digitally via zoom https://us06web.zoom.us/j/86539464549. Written comments may be mailed to 4150 South 3900 West, West Haven, UT 84401 or emailed to emilyg@westhavenut.gov. Written public comments are due August 26, 2026, by 4:00 PM. All written comments will be provided to the Planning Commission and City Council. Summary of proposed changes: . Design Review § 157.730 through § 157.737 moving landscape standards contained within these sections to the Landscaping Standards and Requirements sections of code, and providing appropriate reference. . Updating the purpose and intent language . Providing additional definitions and clarifications in existing definitions . More details in general landscape provisions . Moved some landscape requirements from Design Review sections of code to Landscape Standards and Requirements. Provided additional detail for landscaping requirements for public facilities, commercial, industrial, and multi-family residential projects. These include landscape buffering, landscaping islands within parking lots, and clarified standards for multi-family projects. Clarified and provided for some modifications for tree and street tree requirements, and ground cover requirements. . Added a section detailing landscape standards for developments with Water Source Limitations. . Added requirements for grading plans as part of landscape plans . Added language to provide recommended landscape patterns for single-family lots. . Removed some bond and escrow language in compliance with new state law . Updated standards for Tree and Shrub Regulation for Public Ways and Places . Removed the Supplementary Standards Section (157.994)
