MILLARD COUNTY, UTAH REQUEST FOR QUALIFICATIONS NRCS EMERGENCY WATERSHED PROTECTION ENGINEERING SERVICES WIDEMOUTH 2 FIRE - 2026 Issue Date: August 13th, 2026 Response Deadline: August 17th, 2026 By 11:59pm Issuing Agency: Millard County, Utah 1. PURPOSE OF REQUEST AND PROJECT BACKGROUND Millard County, Utah, is soliciting Statements of Qualifications from qualified engineering firms to provide professional engineering and related technical services in support of the County's response to watershed hazards resulting from the Widemouth 2 Fire, which began on July 26, 2026. Millard County has requested federal assistance from the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) under the provisions of Section 216 of the Flood Control Act of 1950, Public Law 81-516, and/or Section 403 of the Agricultural Credit Act of 1978, Public Law 95-334, for emergency watershed protection activities. The requested assistance is intended to address imminent hazards to lives and property resulting from potential flooding, debris flows, erosion, sedimentation, and related post-fire watershed conditions affecting nearby municipalities, public infrastructure, and surrounding communities. The County is seeking a qualified engineering firm with the technical expertise, experience, personnel, and availability necessary to assist Millard County and NRCS in assessing these hazards, developing appropriate emergency watershed protection measures, preparing necessary engineering documentation and designs, assisting with cost estimates and project development, and providing related engineering services as requested. Following a wildfire, changes to vegetation, soil conditions, infiltration, runoff, erosion, and sediment transport can significantly increase the potential for flooding and debris flows. These conditions may threaten lives, private property, public infrastructure, roads, drainage facilities, municipalities, and other community assets. Millard County will be acting as funding sponsor on behalf of itself, Meadow Town, Kanosh Town, and Fillmore City and will collaborate closely with each of the aforementioned to effectuate the purposes stated herein. Millard County understands that NRCS will not provide funding for activities undertaken by the sponsor prior to execution of an applicable agreement between NRCS and the sponsor. Accordingly, the County is seeking a qualified engineering firm with the technical expertise, experience, personnel, and availability necessary to assist Millard County through the NRCS process and work with Millard County and NRCS in assessing hazards, developing appropriate emergency watershed protection measures, preparing necessary engineering documentation and designs, assisting with cost estimates and project development, and providing related engineering services as requested. 3. OBJECTIVES The ultimate objective of this RFQ is to obtain engineering services necessary to: Assess post-fire watershed conditions and potential flood and debris-flow hazards; Identify public infrastructure, communities, and other values at risk; Assist the County and NRCS in identifying and prioritizing appropriate emergency watershed protection measures; Develop engineering solutions that address identified hazards; Prepare technical documentation, plans, specifications, cost estimates, and other information necessary to support NRCS review and project implementation; Assist the County in complying with applicable NRCS technical and administrative requirements; Assist with procurement of approved emergency watershed protection measures, as authorized by the County and NRCS; and Provide engineering and technical support throughout the duration of the emergency watershed protection effort. 4. ANTICIPATED SCOPE OF SERVICES The selected engineering firm may be requested to provide some or all of the following services. A. Post-Wildfire Watershed Assessment The selected firm may be responsible for assisting the County and NRCS with: Review of available wildfire and watershed information; Field inspections of fire-affected areas; Identification of watershed changes resulting from the fire; Assessment of potential runoff, flooding, erosion, sedimentation, and debris-flow hazards; Identification of areas where public infrastructure or other protected resources are at risk; Identification and documentation of priority hazard areas; Preparation of maps, photographs, field documentation, and technical reports; and Coordination with NRCS personnel and other governmental agencies. B. Hydrologic, Hydraulic, and Sediment Analysis As appropriate to individual sites, the selected firm may provide: Hydrologic analysis; Hydraulic analysis; Runoff analysis; Drainage analysis; Debris-flow assessment; Sediment and erosion assessment; Modeling and related technical analysis; Evaluation of existing drainage facilities; and Recommendations for reducing or controlling identified hazards. C. Emergency Watershed Protection Measures The selected firm may assist the County and NRCS in identifying, evaluating, and developing emergency watershed protection measures, which may include: Channel and drainage improvements; Debris-flow protection; Erosion-control measures; Sediment-control measures; Grade-control measures; Culvert and drainage improvements; Protection of roads and public infrastructure; Stabilization measures; Diversion or conveyance improvements; Temporary or permanent emergency measures; and Other measures determined to be appropriate and eligible under the applicable NRCS program. The final scope and eligibility of individual measures will be subject to NRCS review and approval. D. Engineering Design For measures authorized by the County and NRCS, the selected firm may be requested to provide: Survey coordination; Site investigations; Engineering calculations; Hydrologic and hydraulic modeling; Preliminary design; Final design; Construction plans; Technical specifications; Engineer's cost estimates; Bid or solicitation documents; Permitting assistance; Construction staking or layout coordination; and Other engineering documents necessary for project implementation. E. NRCS Coordination and Documentation Because this work is being undertaken in connection with the NRCS Emergency Watershed Protection program, the selected firm should be prepared to coordinate directly with NRCS and assist the County with: Technical documentation requested by NRCS; Engineering reports; Project descriptions; Cost estimates; Site documentation; Maps and photographs; Design review; Responses to technical comments; Project revisions; Supporting documentation for reimbursement; Coordination regarding project eligibility; and Other technical information reasonably requested by NRCS. The selected firm shall not represent that a particular activity is eligible for federal funding unless such eligibility has been confirmed by NRCS or otherwise authorized by the appropriate federal authority. F. Construction Support If authorized, the selected firm may provide engineering services during construction, including: Construction administration; Construction observation; Contractor coordination; Review of submittals; Review of pay applications; Change order evaluation; Site inspections; Documentation of completed work; Final inspections; As-built documentation; and Project closeout assistance. Construction-related services shall be performed only as authorized by the County and, where applicable, consistent with NRCS requirements. 5. QUALIFICATIONS OF RESPONDENTS Interested engineering firms should be able to demonstrate: Current authorization to provide professional engineering services in Utah; Experience with watershed and flood-related engineering; Experience with post-wildfire watershed conditions; Experience with debris-flow, erosion, sedimentation, and drainage hazards; Experience working with governmental entities; Experience with federal, state, or local watershed assistance programs; Experience working with NRCS or similar federal programs, if applicable; Experience preparing engineering designs for emergency or accelerated projects; Experience with public infrastructure; Ability to mobilize and perform field assessments promptly; Availability of qualified engineering and technical personnel; Ability to provide timely technical documentation; and Adequate professional resources to perform the anticipated services. Experience with the NRCS Emergency Watershed Protection program is highly desirable. 5. REQUIRED STATEMENT OF QUALIFICATIONS Responses should include, at a minimum: A. Firm Information Legal name of firm; Principle office address; Utah office address, if applicable; Primary contact person; Telephone number; Email address; Utah professional licensing information; and Federal Tax Identification Number, if required at the contracting stage. B. Firm Qualifications Provide a description of the firm's qualifications and technical capabilities relevant to this RFQ. C. Relevant Project Experience Provide examples of similar projects, including: Post-wildfire watershed assessments; Flood and debris-flow assessments; Emergency watershed protection; NRCS projects; FEMA or other federal disaster-related engineering; Public infrastructure protection; Emergency engineering response; and Similar accelerated engineering projects. For each relevant project, provide the client, project location, approximate project value, services provided, and year completed. D. Proposed Project Team Identify the individuals who would be assigned to the County's project and provide: Name; Position; Professional credentials; Relevant experience; Anticipated role; and Availability. E. Approach Provide a description of the firm's proposed approach to assisting Millard County with the Widemouth 2 Fire watershed emergency. The response should address the firm's ability to: Mobilize quickly; Conduct field assessments; Identify and prioritize hazards; Coordinate with NRCS; Develop technically appropriate mitigation measures; Prepare required documentation; Provide cost estimates; Meet accelerated project timelines; and Assist through project implementation and closeout. F. Availability Identify the firm's current availability and anticipated response time for: Initial coordination; Field assessment; Emergency technical assistance; and Subsequent engineering assignments. G. Fee or Rate Information Respondents should provide sufficient fee or rate information to allow Millard County to evaluate the relative cost of services among qualified firms. At a minimum, respondents should provide, as applicable: Hourly billing rates by personnel classification; Rates for project management; Rates for engineering design; Rates for field inspection; Rates for surveying, if provided; Rates for technical or specialty services; Reimbursable expense policies; Mileage and travel rates; Subconsultant markup, if applicable; Other applicable administrative or overhead charges; and Any other information necessary to understand the firm's proposed fee structure. Respondents may also provide examples of typical fee structures or estimated costs for representative services. The County reserves the right to negotiate a final scope and fee with the highest-ranked qualified firm. 6. REFERENCES Provide at least three references for comparable projects. References should include: Client name; Contact person; Telephone number; Email address; Project description; Approximate project value; and Dates of service. Preference may be given to references involving wildfire recovery, watershed emergency response, NRCS, federal funding, or similar public-sector engineering services. 7. INSURANCE AND LICENSING The selected firm will be required to maintain all professional licenses, registrations, and insurance coverage required by applicable federal, state, and local law and by the County's professional services agreement. The County may request evidence of professional liability insurance, general liability insurance, workers' compensation coverage, automobile liability coverage, and other insurance as appropriate prior to execution of an agreement. 8. SELECTION PROCESS Millard County intends to select the firm that provides the best overall value based upon qualifications, experience, technical capabilities, availability, proposed approach, relevant past performance, and fee information. The County anticipates using substantially the following factors in evaluating responses: Evaluation Factor Weight Relevant qualifications and technical expertise 25% Similar project and NRCS/federal experience 25% Qualifications of proposed project team 20% Availability and emergency response capability 20% Fee structure and cost competitiveness 10% Total 100% The County reserves the right to modify the evaluation methodology as necessary and consistent with applicable procurement requirements. The County may request interviews or presentations from one or more respondents if the County determines that additional information is necessary to complete the evaluation. If interviews or presentations are conducted, the County is not required to make an immediate award following the presentations. 9. CONTRACT AND AUTHORIZATION TO PROCEED Selection through this RFQ does not constitute authorization for the selected firm to begin work. No work shall be performed on behalf of Millard County without an executed professional services agreement and written authorization from the County. The County will coordinate with NRCS regarding project eligibility, scope, funding, and applicable federal requirements. The selected firm shall understand that NRCS approval, funding availability, and execution of applicable agreements may affect the timing and scope of individual assignments. 12. RESERVATION OF RIGHTS Millard County reserves the right to: Reject any or all responses; Request clarification or additional information; Waive minor irregularities; Modify the solicitation; Issue addenda; Conduct interviews or presentations; Negotiate with one or more qualified respondents; Negotiate the final scope and fee; Cancel or modify this solicitation; Select the respondent determined to provide the best overall value; or Take any other action permitted under applicable law and County procurement policy. Issuance of this RFQ does not obligate Millard County to enter into a contract or reimburse respondents for costs incurred in preparing or submitting a response.
