Elwood Town Council Meeting Meeting Minutes June 9, 2026 The Elwood Town Council met at the Elwood Town Hall, 5235 West 8800 North, Elwood, Utah, at 7:00, June9, 2026. The following members were present consisting of a quorum. Scott Goodliffe Mayor Mark Lay Councilmember Brian Davis Councilmember Phil Shimek Councilmember Curtis Crouch Councilmember Staff present at this meeting Gina Marble Town Clerk Steve Woerner Public Works Others present at this meeting Greg Iverson Zack Pali Ron Jacques Welcome Mayor Goodliffe called the meeting to order at 7:00 PM. Councilmember Mark Lay led the Pledge of Allegiance, followed by an opening prayer offered by Councilmember Curtis Crouch. Administration Approve The Minutes for May 12, 2026 Town Council Meeting Motion: Councilmember Lay moved to accept the minutes. Councilmember Crouchseconded. Motion Passed unanimously. Motion: Councilmember Lay moved to open the public hearing. Councilmember Crouch seconded. Motion Passed unanimously. Public Hearing-Operating Budget 2026-2027 & Revised 2025-2026 Budget Mayor Goodliffe opened the public hearing to discuss both the revised 2025-2026 budget and the proposed 2026-2027 operating budget. Mayor Goodliffe presented the revised 2025-2026 budget, highlighting adjustments including a transfer to capital fund projects for secondary water system costs. The adjusted general fund budget. For the 2026-2027 budget, Mayor Goodliffe explained revenue projections showing conservative estimates. Property tax revenue is budgeted at $132,000 with sales tax projections. Total proposed revenue is combined utility funds and the general fund. Councilmember Crouch inquired about the $405,000 reduction in highway construction from $640,000. Steve Woerner clarified this was due to the overpass repair being on the state's project list rather than requiring town funds. Councilmember Shimek noted corrections needed for emergency preparedness budget, requesting restoration of $3,000 for emergency supplies. No tax increase is proposed for the 2026-2027 fiscal year. Motion: Councilmember Shimek moved to close the public hearing. Councilmember Lay Seconded. Motion Passed unanimously. Action Item-Resolution 2026-007 Revised 2025-2026 Budget Mayor Goodliffe presented Resolution 2026-007 to adopt the revised 2025-2026 budget reflecting actual needs and expenditures. Motion: Councilmember Lay moved to adopt Resolution 2026-007 amending the Elwood Town revised 2025-2026 budget. Councilmember Crouch seconded. Motion Passed unanimously. Action Item-Resolution 2026-006 Operating 2026-2027 Budget Mayor Goodliffe presented Resolution 2026-006 for the fiscal year 2026-2027 budget without additional discussion, as it had been thoroughly reviewed during the public hearing. Motion: Councilmember Crouch moved to accept Resolution 2026-006 budget for fiscal year 2026-2027. Councilmember Shimek seconded. Motion Passed unanimously. Action Item-Annexation-Tremonton/Elwood- Tremonton Proposal-Mayor Goodliffe Mayor Goodliffe reported on meetings with Tremonton City regarding their proposed annexation of a triangle piece of property west of the Malad River. The area is currently within Elwood's annexation plan and town boundaries. Tremonton seeks to annex this property to provide utility services. Council discussion revealed concerns about giving up valuable interstate frontage property. Councilmember expressed opposition to ceding any proposed annexation areas. Councilmember Shimek emphasized the strategic value of the property for future development. After extensive discussion about the town's growth plans and the importance of maintaining annexation boundaries, the council debated whether to allow continued discussions with Tremonton. Motion: Councilmember Shimek moved that the mayor can continue discussions with Tremonton with no permission for making any decisions, just discussions. Councilmember Lay seconded. Councilmember Davis Yay, Councilmember Crouch Nay Motion Passed 3-1. Discussion Item-Permits Working On Town Property-Mayor Goodliffe Mayor Goodliffe identified issues with utility companies and residents performing work within town right-of-way without proper notification or permits. Examples included gas company excavation on roads and residential paving blocking drainage systems. Steve Woerner explained current challenges with enforcement and suggested researching permit systems used by other communities. The discussion centered on establishing excavation permit requirements for work within town property. Discussion Item-Planning Commission Report Planning Commission ChairHayden reported on preparation for the rezoning process, including scheduling open houses for June 24th and June 30th at 7:00 PM. A Google form for public comments has been made available online. Discussion Item-Sheriff's Department Report No items reported. Water Steve Woerner provided updates on the secondary water system construction. Excavation on secondary water ponds is approximately three-fourths complete, with pump house foundation work beginning with cinder block laying scheduled for the following day. Sewer No items reported. Parks And Recreation Etc. Councilmember Crouch confirmed preparations for July 4th celebrations are proceeding, with budget estimates to be provided to Mayor Goodliffe within the next few days. Roads Steve Woerner reported progress on bridge construction at 9600 North and 6000 West, with beams installed and deck pouring preparation underway. The town has contracted with Eccles Paving for road completion from 5600 West to the bridge at a cost of approximately $48,000. Emergency Preparedness Councilmember Shimek outlined plans to acquire emergency preparedness supplies including radio equipment and medical triage materials. Plans include coordinating with local religious leaders to avoid duplication of emergency response efforts and identify gaps in community preparedness. Other Open Meeting Act Training And Fraud Assessment Gina Marble conducted Open Meeting Act training, emphasizing key requirements including: No quorum discussions outside official meetings No text messages, emails, or phone calls between council members regarding town business Public comment periods are for listening only, with no council discussion or responses Closed session topics limited to litigation, property, personnel, or security issues Gina explained the annual fraud assessment process, which involves completing state-required questionnaires reviewed by the auditor. Mayor Goodliffe also reported efforts to have Elwood added to interstate signage, as current signs only reference Tremonton, Bear River, and Garland despite Elwood being served by the same interchange. Mayor Goodliffe addressed a water quality notice regarding coliform bacteria detected in 2025, which Public Works Director Steve explained was resolved with repeat sampling showing clean results. Adjournment Councilmember Lay made a motion to adjourn. Councilmember Crouch seconded the motion and the remaining council members agreed.
