NOTICE OF HIGHLAND PLANNING COMMISSION PUBLIC HEARING
The Highland Planning Commission will hold a public hearing on Tuesday, August 25, 2026, at 7:00 PM or as soon thereafter as possible, in the Highland City Council Chambers, 5400 West Civic Center Dr., Highland, UT, to consider and receive comments regarding the following:
- A request from Cole Cooper, on behalf of LIHAI LLC, for the City to enter into a legislative development agreement to approve the development of the commercial district of the Skye Estates subdivision, namely the lot located generally at 6571 W Grant Blvd., Highland, UT 84003, Utah County Parcel 66:418:0002, and the landscaping of the adjacent common area. The proposal is to allow the area to be developed as an assisted living facility with 75 units. While medical and nursing facilities are already permitted in the district, the proposal would increase the building footprint (but not height) and decrease the required parking from the current Skye Estates PD requirements, which were designed for office/retail uses, to align more with the City's senior care assisted living overlay zone requirements, which were designed for assisted living facilities. The development agreement will include concept site, building, and landscaping plans for review.
Any person may provide comments during the public hearing and can provide written comments or objections by mail to 5400 West Civic Center Dr., Ste 1, Highland, UT 84003, or by email to planning@highlandut.gov. The meeting agenda, together with staff reports, proposed land use regulations and amendments if applicable, and other information regarding these items will be published on the City's website (https://highlandut.gov/1111/Agenda-and-MinutesPortal) Thursday evening prior to the meeting.
For more information or special accommodation to participate in the meeting, please contact the Highland City at (801) 772-4506 Monday through Thursday between the hours of 7:30 am and 6:00 pm.
