JOSEPH TOWN COUNCIL MINUTES 7.2.2026 @ 7:00 PM 25 E 100 N JOSEPH UT 84739 PRESENT: Mayor Jared Campbell, Gene Gestring, Troy Campbell, Nikole Campbell, Kelly Crane, Sue Gestring, Peggy Smith, Henry Brown, Paul & Louise Crookston, Cory & Lisa Lott ABSENT: Zac Kearney, Doug Nowell, Haley Obray PRAYER: Jared Campbell PLEDGE OF ALLIEGENCE MINUTES: Troy motioned to approve the minutes as read, Gene seconded the motion. All were in favor. MAYOR UPDATES: The PC did meet and have a discussion on the fire map, it is ok. They did contact Tyler about adopting the ordinance and the WUI ordinance that goes with it. He will help them. WATER: Ensign Engineering is ready to do a final walk through on Cold Springs to finish that project. Kelly said the Christensen's are happy with the flow and the town is happy that they are able to monitor it also. He said there is not a lot of water, (10-15 gallons a minute) but they did expand the collection area to capture the snow when it comes. The upper springs are really feeling the drought. Jared talked to Lindsey about purchasing the property by the cemetery for a well. UDOT is still working on it. Kelly said we can start looking for funding for that project. He feels that because it's on UDOT property, the town could probably get permission to do an exploratory before purchasing it. The mayor is also interested in widening the road going West to the cemetery. With the addition of two new homes on the South side, and property for sale on the North side, he feels like it needs to be addressed. Kelly thought it had been surveyed and he would check into it. Hayven Dunn is requesting another water meter on his property on North Highway. The town is not interested in selling any meters outside of town limits. Wild land Gardens purchased a water meter from the Mill's near their property in 2018. Their intent was to hook up to town water. They recently called and said they are ready to connect and wanted to know how to get the water meter installed and turned on. The mayor will talk to Steve to see what needs to be done. The mayor wanted the council to be aware of what was going on. Because of this circumstance, he would also like a list of all the old meters that are not being used in town. Jerry and Michelle Hoyt called asking for a break on their water bill. They had a leak on their side of the line. The council said they hadn't paid for anyone else's in the past, and they needed to be fair for everyone. PLANNING COMMISSION: The PC signed off on Cory Lott's sight plans and his septic tank placement. The mayor had concerns if the property had been surveyed. Cory said there were two existing markers from the old survey that he used to measure and he also measured where to put the septic tank from the light pole instead of where he thought the property line was. He lost a few feet on his property, but felt it was important to have wiggle room around his septic tank. Blaine Brienholt signed off on the perk test. Kelly felt both plans were ok. To move forward with the project the Impact fee needs to be paid and the paper signed in the office. Gene motioned to accept the building permit as presented, Troy 2nd the motion. All were in favor. Paul Crookston would like to build a 12x14 ft structure over his new well. Troy motioned to accept the plans, Gene 2nd the motion. MISCULLANEOUS: At the last council meeting it was discussed about getting seasonal part time help for Steve when he is out of town, or when he needs help. He had been paying his son out of his own pocket. Masen has turned in some hours this month so the town has been able to pay for work. The council would like the position advertised and the applicants interviewed. The mayor motioned and Troy seconded the motion. All were in favor. To clarify the firework ban the town did not ban fireworks. The ban was created by governor Cox. The steps the town would have had to take would have been to designate an area for the town members to let off fireworks monitored by the firefighters. The town did not do that and have asked town members to not light them off in the town, but to come and enjoy the fireworks provided by the town on the 4th of July supervised by the Monroe Fire Department. Troy looked at the roots going into the top and the lid of the septic tank. He said that copper sulfate would take care of the problem. Twice a year. They will eventually dissolve. Troy motioned to adjourn, Gene seconded the motion. All were in favor.
