Meeting Minutes May 12, 2026
The Elwood Town Council met at the Elwood Town Hall, 5235 West 8800 North, Elwood, Utah, at 7:00, May 12, 2026. The following members were present consisting of a quorum.

Welcome
Mayor Goodliffe opened the meeting with the Pledge of Allegiance. Phil Shimek offered the invocation.
Administration
Approve The Minutes For April 14 & 28, 2026, Town Council Meeting
Councilmember Lay moved to accept the minutes for April 14 & 18. Councilmember Crouch seconded. Motion Passed unanimously.
Item#1 Discussion Item- Doug Christensen, candidate for Box Elder County Sheriff, introduced himself to the council. He outlined his 19 years of law enforcement experience with Utah Highway Patrol and his vision for improved community engagement and deputy retention through enhanced training opportunities.
Item#2 Action Item Mayor Goodliffe presented the tentative budget for fiscal year 2026-2027. The general fund projects $950,000 in revenue with matching expenses. Key highlights include continued debt service payments of $112,000 for water and $49,000 for sewer infrastructure. Water and sewer utilities project combined revenue of $600,000 and $876,000 respectively. The budget includes $850,000 in depreciation expenses as required by accounting standards.
Councilmember Lay moved to approve the tentative budget subject to correction of impact fee revenue projections. Councilmember Crouch seconded. Motion Passed unanimously.
Item#3 Action Item-Task The Planning Commission With A Rezone Initiative For Elwood Town Mayor Goodliffe explained the need to formally authorize the Planning Commission's ongoing rezone initiative work to comply with state law.
Councilmember Davis moved to task the Planning Commission with the rezone initiative. Councilmember Shimek seconded. Motion Passed unanimously.
Item#4 Discussion Item- Planning Commission Chair Britton reported progress on the comprehensive rezone initiative, including finalization of code updates changing RD1 and RD2 designations to AD40 and AD20. The Commission plans public open houses in late June followed by public hearings, with a goal of presenting recommendations to the Town Council by early July. The Commission requested clarification on whether the Town Council would hold separate public hearings, and the Council indicated they would rely on the Planning Commission's process.
Discussion Item-Sheriff's Department Report- No report was provided.
Water
Public Works Director Steve Woerner reported that equipment has been moved to the secondary water pond site and excavation for the building foundation has begun. The system will initially serve approximately 40 homes with potential expansion to 55 homes.
Sewer
Steve Woerner had nothing to report.
Parks And Recreation Etc.
Councilmember Crouch reported they are planning the 4th of July celebration.
Roads
Steve Woerner reported the bridge on 9600 north is almost done.
Emergency Preparedness
No discussion occurred.
Adjournment
Councilmember Lay made a motion to adjourn. Councilmember Crouch seconded the motion and the remaining council members agreed. The meeting was adjourned at 8:42p.m.
