1. CALL MEETING TO ORDER.

Mayor Adam Palafox led the Pledge of Allegiance.
4. APPROVE OR AMEND BUDGET HEARING #3 MINUTES OF JUNE 03, 2026. DECISION.
Motion was made by Councilmember Radine Murphy, seconded by Councilmember Manuel Carrillo, to approve the Budget Hearing #3 meeting minutes of June 03, 2026. All in favor, aye. Motion passed.
5. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF JUNE 03,2026. DECISION.
Motion was made by Councilmember Manuel Carrillo, seconded by Councilmember Darlene Trammell, to approve the regular council meeting minutes of June 03, 2026. All in favor, aye. Motion passed.
6. APPROVE OR AMEND BUDGET HEARING #4 MINUTES OF JUNE 17, 2026. DECISION.
Motion was made by Councilmember Tanner Moore, seconded by Councilmember Manuel Carrillo, to approve the Budget Hearing # 4 minutes of June 17, 2026. All in favor, aye. Motion passed.
7. APPROVE OR AMEND RESOLUTION ADOPTING FINAL TAX RATES AND BUDGETS AND MAYOR TO EXECUTE SAME. DECISION.
Motion was made by Councilmember Radine Murphy, seconded by Councilmember Manuel Carrillo, to approve Resolution adopting final tax rates and budgets, and the mayor to execute. All in favor, aye. Motion passed.
8. UPDATE OF SACRED CIRCLE HEALTH CARE. JOSH ANDERSON. DISCUSSION.
Josh Anderson gave an update on the Sacred Circle clinic being built in the city of Wendover, Utah. Modifications are being made to the modular unit, and Sacred Circle hopes it will be ready by September. Also, Josh informed the City Council that a living unit was donated to Sacred Circle, and Sacred Circle is planning on attending the Planning and Zoning meeting.
9. DEPARTMENT UPDATES:
A) POLICE DEPARTMENT - MICHAEL CONNIN
Police Administrator Michael Connin gave a monthly stats report and a quarterly stats report to the City Council. Michael informed Council there was to protentional candidate officers, but they didn't pass the background checks. There is a new candidate who applied to become an officer in Wendover, Utah, but he is missing the FSO. Councilmember Radine Murphy asked Michael if he was able to see in the cameras who broke the cemetery door. Michael responded that the footage was not seen and that it was due to a lack of storage in the memory drive. Michael informed the Council that he is applying to the Next Dollar Foundation to help him with the cost of security cameras and storage.
B) FIRE DEPARTMENT -
Temporary Fire Chief Waylan Nelson presented a statistical report and informed the Council that the roof at the Fire Station is leaking. The Council asked which contractor worked on the roof. The City Council instructed Waylan to contact the contractor to make the necessary repairs. Waylan also informed the City Council that the Tooele County Fire Department and the West Wendover Fire Department are conducting hazmat training at the Wendover Fire Department at no cost to the city of Wendover, through that mutual aid contract.
i) OATH ADMINISTER TO PART-TIME FIRE CHIEF WAYLAN NELSON. DECISION.
City Mayor Adam Palafox signed the Contract of employment with Waylan Nelson. Waylan Nelson signed the employment contract. City Clerk Liliana Soriano informed the City Council that any Councilmembers who wanted to see a copy of the contract, City Administrator Glenn Wadsworth has the copy. City Clerk Liliana Soriano swore in oath Part time fire Chief Waylan Nelson.
10. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.

11. APPROVE OR AMEND RESOLUTION 2026-01 A RESOLUTION AMENDING WATER AND SEWER FEES FOR THE CITY OF WENDOVER TOOELE COUNTY, UTAH. DECISION.
Motion was made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve resolution 2026-01: A resolution amending water and sewer fees for the City of Wendover, Tooele County, Utah. All in favor, aye, Motion passed.
12. APPROVE OR AMEND RESOLUTION 2026-02; A RESOLUTION OF THE CITY OF WENDOVER, TOOELE COUNTY, UTAH, AMENDING FEES FOR THE COLLECTION OF GARBAGE AND REFUSE IN GARBAGE DUMPSTER CONTAINERS AND RESIDENTAL CONTAINERS IN THE CITY OF WENDOVER. DECISION.
Motion was made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to approve resolution 2026-02; A resolution of the City of Wendover, Tooele County, Utah, amending fees for the Collection of Garbage and refuse in Garbage Dumpster containers and residential containers in the City of Wendover. All in favor, aye, Motion passed.
13. APPROVE OR AMEND RESOLUTION 2026-03; A RESOLUTION TO ESTABLISH A BUDGET FOR THE FISCAL YEAR 2026-2027. DECISION.
Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Tanner Moore, to approve resolution 2026-03: A Resolution to Establish a budget for the fiscal year 2026-2027. All in favor, aye, Motion passed.
14. APPROVE OR AMEND RESOLUTION 2026-04; A RESOLUTION PROVIDING FOR THE COMPENSATION OF FULL TIME AND STATUTORY EMPLOYEES OF THE CITY OF WENDOVER, TOOELE COUNTY, UTAH. DECISION.
Motion was made by Councilmember Radine Murphy, seconded by Councilmember Manuel Carrillo, to approve resolution 2026-04: A resolution providing for the compensation of full-time and statutory employees of the City of Wendover, Tooele County, Utah. All in favor, aye, Motion passed.
15. APPROVE OR AMEND RESOLUTION 2026-05. A RESOLUTION FOR THE CITY OF WENDOVER, UTAH,ADOPTING A TAX RATE FOR THE PURPOSE OF LEVYING PROPERTY TAXES WITHIN THE CITY FOR THE FISCAL YEAR 2026-2027 DECISION.
Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Tanner Moore, to approve resolution 2026-05; A resolution for the City of Wendover, Utah, adopting a tax rate for the purpose of levying property taxes within the city for the Fiscal Year 2026-2027. All in favor, aye, Motion passed.
16. APPROVE OR DISAPPROVE MAJOR AUTOMOTIVE REPAIR SHOP CONDITIONAL USE PRMIT ZONING (C2) BUILDING EXPANSION FOR CARRILLO BROTHERS JULIAN CARRILLO. DECISION.
Motion made by Councilmember Darlene Trammell, seconded by Councilmember Tanner Moore, to table the line item # 16 with Councilmember Manuel Carrillo to abstain from voting due to Julian being his brother. All in favor, aye. Motion passed.
17. APPROVE RESOLUTION 2026-06; ENVIRONMENTAL CERTIFYING OFFICER (ECO) DECISION.
Motion was made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve resolution 2026-06; environmental certifying officer (ECO).
All in favor, aye. Motion passed.
18. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATIONS. DECISION.
1) CLIP'N IT100LLC - EDGAR T. VILLA
Motion was made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to approve the new business license application for Clip 'N it 100 LLC-Edgar T. Villa. All in favor, aye. Motion passed.
19. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
1) WENDOVER PREVENTION GROUP. WAVE RENTAL AND DEPOSIT FEES. DEEANA CROASMUN DECISION.
Motion was made by Councilmember Manuel Carrillo, seconded by Councilmember Radine Murphy, to approve the Wendover Prevention Group. Wave rental and deposit fees. Deeana Croasmun.
All in favor, aye. Motion passed.
City Clerk Liliana Soriano informed City Council that there are more applications for the community center rental request after the agenda was made.

Motion was made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to approve the community center rental date for Radine Murphy on June 27th, 2026, with payment of the rental fee and deposit fee. Councilmember Radine Murphy sustained. All in favor, aye, Motion passed.

Motion was made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to approve the community center rental date for Vanesa Castaneda on September 2nd, 2026, with payment of the rental fee and deposit fee. All in favor, aye, Motion passed.
Application for community center rental by Joe Hewitt/Vangelis Garcia on Aug 9th, Aug 11th, Aug 16th, Aug 18th, Aug 23rd, Tuesdays from 6:30 pm - 9:30 pm and Sundays from 12:30 p.m.- 3:30 p.m., requesting waiver of the rental fee and deposit.
Motion was made by Councilmember Tanner Moore, seconded by Councilmember Darlene Trammell, to deny approval of waiver of deposit and rental fees for Joe Hewitt/Vangelis Garcia on Aug 9th, Aug 11th, Aug 16th, Aug 18th, Aug 23rd, Tuesdays from 6:30 p.m. - 9:30 p.m. and Sundays from 12:30 p.m.- 3:30 p.m., unless they conduct payment for the rental fee and deposit. All in favor, aye, Motion passed.
20. MAYOR ADAM PALAFOX UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
1) CUSTODIAL CARE OF NEEDLEPOINT GARDENS CEMETERY.
Mayor Adam Palafox proposed fencing the Utility Building and Utility Vehicles initiating property surveys. City Administrator Glenn noted that utility personnel prefer not to park city vehicles inside the Utility Shop. Councilmember Tanner Moore emphasized that storing vehicles inside the shop would significantly reduce vehicle wear and tears.
Mayor Adam also informed city council that utility building doors are being opened Manuelly due to motor being broken again.
Councilmember Darlene Trammell asked when the office
In the utility building is going to be in use as well as an office soon. Adam responded that the internet is the issue, that's why office in the utility building is not active at the moment.
CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Administrator Glenn Wadsworth informed the city council that the city didn't place the 250 flags; it was Brett Shelton and his family who place the flags in Wendover Utah. Also, Shelton is on the front page of the newspaper. If anyone would like to state something positive about the flags, please write a letter or thank Brett Shelton for placing the flags in Wendover, Utah.
21. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS.
A) UPDATE ON AIRBNB ORDINANCE.
B) PART TIME FIRE CHIEF CONTRACT
C) AMEND ANNUAL VACATION LEAVE POLICY NOT TO ACCUMULATE MORE THAN 200 HOURS.ANY ANNUAL LEAVE OVER 2OO HOURS WILL BE FORFITTED.
22. UNFINISHED BUSINESS:
Councilmember Radine Murphy asked about hiring a code enforcement officer. Mayor Adam Palafox explained that city ordnance must be updated to match state codes before an officer can be hired.
Councilmember Murphy asked if the Planning and Zoning book was online. City Clerk Liliana confirmed the book was scanned and sent to web designer Mariah Murphy but mentioned that the city ordinances are not online yet. Mayor Adam asked Police Administrator Micheal Connin if he has any idea if who would be a great code enforcement officer. Michael responded is budgeting for a code enforcement officer it is not budgeting that is the same issue Michael had couple of years ago for a part-time job but the bigger issue in not having the City Ordnance online to show transparency and if residents have questions, they can see it online as well. Police Administrator Micheal Connin informed city Council that there is a online company that is called Municipal Code that other city us to stay up to state code on City Regulations.
23. NEW BUSINESS:
City Clerk Liliana Soriano informed the city council that the city office has received two (2) petitions for waivers of utility bill late fees for the amount of fifteen ($15.00) dollars each.
One petition for Klansey Bateman requested a waiver of late fees of fifteen ($15.00) dollars due to him trying to call to try to pay the water bill, but the city was busy with phone calls and customers at the windows.
Motion made by Councilmember Tanner Moore, seconded by Councilmember Manuel Carrillo, to deny waiver of the late fee of fifteen ($15.00) dollars, as there are other methods of payment. All in favor, aye. Motion passed.
Second petition for Thusher Contracting requested waiver of utility bill late fees of fifteen ($15.00) dollars due to accidentally sending the checks to West Wendover, Nevada, and the checks were returned from West Wendover as overpayment for the Rollon Dumpster.
Motion made by Councilmember Manuel Carrillo, seconded by Councilmember Darlene Trammell, to deny waiver of the late fee of fifteen ($15.00) dollars. Councilmember Tanner Moore abstained from voting due to working at the airport. All in favor, aye. Motion passed.
City Clerk Liliana Soriano informed City Council that Planning and Zoning Commissioner Vrayen Soriano has called the city office to inform the city of his resignation. City Clerk Liliana Soriano informs Vrayen Soriano that he must turn in a formal resignation letter. Liliana informed council that there are now 2 positions open for Planning and Zoning Commissioners, with Randy Croasmun not being able to attend the meeting in person nor over the phone but has not turned in a letter of registration due to health. Councilmember Radine Murphy asked City Clerk Liliana place the planning and zoning advertisement in the newspaper and on the city, website place the planning and zoning application to inform the residents that the city needs two (2) planning and zoning Commissioners.
