Office Location: Various Project Number: Various Total Estimated Cost: Varies Funding: Drinking Water Board (Principal Forgiveness or Loan): Varies As required by the guidelines for the preparation of environmental impact statements (EIS), a preliminary evaluation has been performed on the proposed State of Utah, Drinking Water Board project identified below to determine if an environmental review or EIS is warranted. The State of Utah has elected to 'Categorically Exclude from further environmental review' the proposed drinking water project. Lead Service Line Inventory projects consist of inventorying for and identifying the existence of drinking water customer service lines potentially made of lead. To reduce lead in drinking water, EPA introduced Lead and Copper Rule Revisions requiring all Community and Non-Transient Non-Community Systems to complete a lead service line inventory. Lead lines identified in the inventory are required to be replaced. The Division of Drinking Water (DDW) has allocated funding for water suppliers to complete the service line inventory process through the Drinking Water State Revolving Fund. Lead in drinking water can be harmful to human health, and the Environmental Protection Agency (EPA) states there is no known safe level of lead in drinking water. Applicants for financial assistance will develop programs to identify service lines that require replacement as well as programs to facilitate replacing service line components on both public and private property. These programs involve extensive public outreach methods for identifying lead pipes, such as inspections, computer modeling, and record evaluations. Inventory work consists of document review, field investigations, and in some cases limited small-scale excavations near the customer service meter or on customer property. Inventory activities performed for the project will be completed within the established, previously disturbed, rights-of-way for the existing customer service lines or water system distribution lines. The project will not cross any wetlands, will not affect any endangered or threatened species, or affect any cultural resources or historic properties. These projects are needed in order for water systems across Utah to meet requirements of the federal Lead and Copper Rule Revisions. The review process indicated that inventory projects will not adversely impact the environment. Consequently, a decision has been made to not prepare an EIS. The State of Utah has elected to 'Categorically Exclude from further environmental review.' Any and all contractors will be required to comply with all relative federal, state, and local laws, regulations, and executive orders, such as Utah State air quality regulations R307-309. If anything is uncovered or otherwise discovered during inventory of water system service lines that may have cultural or historic significance the water systems will be required to stop and notify both the Division of Drinking Water (the Division) and the State Historic Preservation Officer. These two agencies will investigate any such discoveries. If it appears that work may be causing an adverse environmental impact, water systems will be required to stop and notify the Division. The Division will investigate any such discoveries. A Categorical Exclusion (Cat Ex) from environmental review does not require a formal public hearing or a formal public comment period prior to the Cat Ex becoming effective. Therefore, this Cat Ex will become effective on the day it is published on the Utah Public Notice Portal, which is expected to occur on or about July 16, 2026.
