1. Future plans of fuel station
a. Charlie Erickson
i. Design - Asked the designers to do a 4 acre and a 5 acre variation. To address publics concerns.
ii. Lighting planning to be in Compliance with the code try to control the lighting to reduce pollution. To install motion lights whenever it is do able.
iii. Signs will dim at certain hours of the day.
iv. Do not think there is a need for flashing lights.
v. State has regulations for lights.
vi. As far as I know there will be no street lights. In preliminary meetings with UDOT would like to plumb for lights Proper lighting of 4 lights.
vii. Asked about lowering speed UDOT they said it is a different departments decision. Would like have it lowered.
viii. Widening of the road start at 700 Feet east and west. Need phone number to correspond with UDOT. AS Charlie presents the engineers plan they will reach out to the town.
ix. The laundry and the Showers would be set in the building so they would be independent so that they could be locked and not connected to the main store.
x. Plan to have a kitchen with a variety of food. Standard shelves with prepackaged food soda machine and bear coolers. The Bear coolers would be separate and have to walk into it.
xi. If the conveince store is not open the pumps would be open
xii. There would be 2 shutoff switches for the pumps
xiii. Scales would be closed if the store is closed. What would stop them from ulling in when they where closed.
xiv. The shower carwash and laundry depends on the septic. Is this something that you are set on doing? We would like to do this but budget would be the constraints and Bear River Health would determine. This would be an above ground septic system.
xv. Rayslyn: Would the lack of laundry and showers discourage OTR truckers? I do not know
xvi. Rayslyn: Would there ever be a possibility of a drive through window? Right now, we are not planning that initially. Would be pull up and make the order at the window.
xvii. Rayslyn:More about the upstairs? Second level GEO technical report will decide if the land can handle the weight. There will be 4 Offices upstairs the rest of the space would be left open.
xviii. Mayor. The parking lot is big there. Part of that is the Septic system.
xix. Old school Barn is the initial design so that it can fit into the local community
xx. What is the plan for the stalls? With the facility of we think there is an advantage. AS we get closer I will
xxi. How do we mitigate the overnight sound from Semi's? Distance is the best way to negate sound. There is fence and other sound barriers that could be used. Wouldn't be opposed to this if every other business would have to do the same thing.
xxii. Would like to put the septic mound on the east side. If the septic doesn't get approve it's a no go.
xxiii. Would like the group to consider for the city water to coming down is to put a loop in at the end of the line. The water engineer would know what that is.
xxiv. Mayor: How many bays for trucks? 4 trucks at a time can fill up.
xxv. Could Tractors fill up? yes
xxvi. Will you have a sewage Dump? I think not.
xxvii. Would you have trees? Landscape hasn't been designed yet
xxviii. How many parking stalls would you have? The East and west sides would have less pumps than maverick in Logan (it has 16).
xxix. How many supply tanks? Would have to work with the council would have 5. The limit right now is 25,000 gallons. So all together 125000. If we can doing this laying down I think everyone would be happier.
xxx. What is the problem with all these tanks how do you control safety, earthquake. They have there own safety on the tanks.
xxxi. Are you going to sell farm diesel? We plan to and we will have delivery as well.

xxxvi. Mark- Garbage Should be contained more are you going to have dumpsters or closing them in? We are planning on closing them in
xxxvii. Will make everything match in the design between the building down to the garbage area
xxxviii. What about convenience store have you decided on the hours. Right now we are thinking open at 5 am and close at 11p.m. UDOT will do a traffic study. Probably won't make it so we receive deliveries when closed
xxxix. Fuel tanks will be east? I would rather have them South east.
xl. When do you expect this project to be done? UDOT projects they can have the road done by October. Realistically march or April weather permitting.
xli. WE will put the power in with rocky mountain power they will handle all of it it has 3 phase power. We plan to bury them.
xlii. Would like to in the future have access from the highway after they drop the limit.
xliii. The next step is the septic system? Yes
xliv. Will work on projections for water usage.
xlv. Do you have any kind of security? Not currently planned.
xlvi. Plan on having enough cameras where you can't get onto the property without being on camera. Should something happen we want there to have proper documentation.
xlvii. Will modify the hours on traditional hours.
xlviii. Will the pumps have advertisements? I don't see the benefit of them.
Mark if we start writing these codes how do we make sure that this is enforced across the board?
Rayslyn we can put an ordinance in that is just subject Fuel station. Do I think we should be fair to spread it over other businesses yes.
Could this be a building code?
Would that be a zoning clearance thing?
How do you feel about 12-15 stalls For trucks? You have two that will just be for his trucks. Even if the space is there doesn't mean they will be used. Mark thinks that 10-15 is reasonable amount.
Overnight parking? The council is not in favor of this.
Not in favor of the shower and laundry.

Mark with the open space upstairs. Is that the same business or separate business?
2. Penalty and Enforcement Ordinance Public Hearing August 12th.
a. $100 for the first 5 days of noncompliance.
b. An additional $150 if the issue is still not corrected after 10 days.
c. An additional $700 if it remains uncorrected after 30 days.
d. After 30 days, a continuing penalty of $100 per day was suggested.
The group agreed the proposal should be placed on the agenda for the next meeting, where it can be formally presented. They also noted that any ordinance change, even a minor one, must go through a public hearing and allow for public comment before it can be adopted. The conversation ended with some lighthearted remarks about public reactions and procedural requirements.
