Amalga Town Council will hold a Town council meeting and Public Hearing Wednesday July 8th 6:30 p.m. at the Amalga town hall 6590 N 2400 W AMALGA, UTAH 1. Welcome / Pledge of allegiance. 2. Roll call Dave Wood Mayor, Paul Penny Cowley, Mike Morley, Diane Morley, Vic Bingham, Rulon Carlisle, 3. Open Public Hearing COG a. 5720 North to 6550 North Chip and Seal project b. Mike Bouck Is that a new tax? This is a tax that has been on the county since 2007. We need more transparency so we need to know about what COG is. c. Brian Rindlisbacher: In support of the COG project. d. Jeff Broadbent: Should have more information on the hearing announcement. e. Howard Kunz: What is COG? Mayor: Council of Government. f. Penny Cowley: All the information about past meetings and hearing go to Amalgautah.gov 4. Close Public Hearing a. Motion to Close Dave Wood b. 2nd Colette Dursteler 5. Open Council Meeting a. Rayslyn Larsen 8. Sheriff Report Law Incidents: 12 Traffic Violations 7, Warnings 9 9. Town Celebration Stacy Rindlisbacher a. Couple Of adjustments to the agenda, i. The only thing that has changed the Ice cream truck will not be here. The Cache valley kids market has reached out to have some kids booths. Kind of items. Make little things that kids will buy. ii. Have Receipts for reimbursement. iii. Two troughs for drinks iv. Need a couple of people on grills from the town council. v. Will start setting up at 12 on the 18th. 10. Dave Lee CMPO a. Cache Metropolition b. They will have a public comment period starting now until August the 4th. There was some concern on the widening of 2400 W. It looks like it is far into the future. The plans that I can see go up to the Highway and then turns and goes into Smithfield. The budget is $2,500,000 c. Mark Cowley public input is open until August 4th how do you do that? WWW.CACHE.MPO.ORG 11. Mike Morley in regard to Gas Station a. A request that the public be included in the planning of the Automative fuel Store/Truck Stop. b. Addressing c. If we want to maintain this rural community we need to d. Please hold another Public hearing for the Public input 12. Mike Bouck in regard to Gas Station a. Gave a listing of the dates when the Fuel station was discussed both in planning and zoning and in town council. b. In 1.2 (l) design to protect it's special rural quality of life. Does not believe that the fuel station design and size will do this c. In accordance in what Mike Morley has requested let's take a step back to define what this is. d. Concerned that we are not vetting this as we should. e. Conflict of interest. Proposes that Colette Dursteler has a conflict of interest when voting last month for the ordinance 13. Charlie Erickson Business license request a. Just presented to the Mayor the application for Business license. b. Project includes gas station and convenience store parcel 13-40-002 the property is in the western boundaries of Amalga Town. Highway 218 will need to be widened and an intersection at the station. Will be working with Bear River health Department Rocky Mountain power and UDOT. Initially 12 bays for 18wheelers. c. Rayslyn Larsen Doesn't think it matters what it is defined as? We as a board are trying to take into consideration the public's concerns. d. Cannot proceed without a business license. 14. Initial vote to entertain the annexation of the land brought. forth by Dakota Bodily. a. Would Like to be annexed in as an agricultural zoning. If I need to fill out a new form I will. b. Rayslyn originally you wanted to be annexed in as light industrial, but why do you want to be annexed in as agricultural? Dakota: There is no support at this time, and I want to play nice. Motion to not entertain the Motion for annexation. Yeah-3 Nay-2 15. Vote on Penalties and Enforcement Ordinance a. Rayslyn I was asked to review to change the fee from $100/day. My recommendation is an initial fee oof 100 not corrected within 10 days 250 within 30 days 700 if still not fix then it will be 100/day after. Reasoning behind this is if someone is already having a problem why stack more financial problems. b. Paul Hansen This is usually something that has been going on for a time. We need to act within 30 or 60 days instead of years. c. Mark Cowley: We give them plenty of time to come into compliance. d. Mayor we have never had penalties before. e. Rayslyn Larsen amend 6.12 civil fees: For each violation 100 for each violation if not corrected f. Motion to table Dave Wood g. 2nd Paul Hansen 16. Vote on COG 184000 a. Motion to approve Mark Cowley b. 2nd Paul Hansen 17. Council Reports a. Mark Cowley i. Water seems to be better. No issues with the pumps. Two new homes for water hookups will Craig do that? Mayor Yes b. Paul Hansen i. Haven't found memorial bench ii. Need to thin out trees. iii. New flagpole wires on. iv. Still need to fill holes in park v. Still got to fix steps on slide. vi. Did get fireworks for Christmas c. Colette Dursteler i. Won't be here for the celebration ii. Got the youth council will sell soda and do games for the celebration. iii. Is a nine square a thing that we could put in permanently? iv. The Dumpster will be there the day before. d. Rayslyn Larsen i. Attorney said that Colette does not need to recuse herself because her husband will not profit from the building of the fuel station ii. P and Z is moving their meeting to August 11th. iii. Need to remove the term explosive material from the code for light industrial. iv. Date we can put together a workshop to over suggested Fuel Station Store Ordinances. July 15th at 6:00 p.m. 18. Mayor's report a. County came out and sprayed the weeds by the pump house b. Fireworks are still on track for the 18th c. The Bladder in the tank has been having a problem they finally got that bladder fixed. d. Pump house got a new pump on pump #1 19. Cash Disbursement in the amount of $28,588.86 a.
