Planning and Zoning Pending Minutes for July 2, 2026 The Planning commission met on Thursday, July 2, 2026 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Nancy Livingston, Lowell Gardner, Tyler Rowley, and Logan Ellis on the phone. Dylan Horrocks was absent. Council Member Kristen Vose. Public attendees: Mrs. Debbie Wells The Meeting was called to order by Lowell Gardner at 7:04 pm. Pledge was led by Lowell Gardner. Minutes: Motion to approve minutes for May and June by Logan Ellis. Second by Tyler Rowley. All were in favor, motion passed. Public Comments: None. Action Agenda: Item #1 Discuss/Approve/Deny Debbie Wells zoning clearance for a building permit to put modular on part of her property. Debbie Wells brought up plat map on her phone to show where the modular will go. Checked front, rear, and side setbacks which were all in compliance with ordinance, as well as 75-foot frontage. Motion to approve zoning clearance for building permit was made by Tyler Rowley. Seconded by Logan Ellis. All were in favor, motion passed. Item #2 Discussion about business licenses. Council Kristen Vose led discussion about Deana Murray saying she did not need a business license because she was an LLC in an earlier Planning & Zoning meeting this year. Town Ordinance for business licenses does not exclude any business-building, office, or home even LLCs. Advised to check with ULCT to see if they know state code for businesses. To be able to send letter to Ms. Murray, need to put on Town Council meeting agenda for July 9. Town Ordinance code table in Zoning 2-5-2.2 states that home occupations require business license. Item #4: Adjourn Meeting: Nancy Livingston made a motion to adjourn. Tyler Rowley seconded. All were in favor, meeting adjourned at 7:45 pm. Nancy Livingston, Clerk
