5. Citizen Input: Questions and comments for Mayor & Council - Comments should be limited to not more than three (3) minutes. This is the time and place for any person who wishes to comment on non-agenda items and items that are relevant to the authority of the City Council. Items brought forward to the attention of the City Council will be turned over to staff to provide a response outside of the City Council meeting.

a. Public Hearing to get citizen input on Resolution 2026-17 - A Resolution authorizing Sunrise Engineering to make application to the COG for a grant to help fund the remainder of Wolfpack Way. (Sunrise will discuss project cost, concept and financial responsibility).
b. Consider Resolution 2026-17 - A Resolution authorizing Sunrise Engineering to make application to the COG for a grant to help fund the remainder of Wolfpack Way.
c. Public Hearing to get citizen input on Resolution 2026-18 - A Resolution authorizing Sunrise Engineering to make application to the COG for a grant to help fund the remainder of 700 East to the Smithfield Border. (Sunrise will discuss project cost, concept and financial responsibility).
d. Consider Resolution 2026-18 - A Resolution authorizing Sunrise Engineering to make application to the COG for a grant to help fund the remainder of 700 East to the Smithfield Border.
e. Consider Resolution 2026-19 - A resolution accepting a petition for annexation of certain real property.
f. Discuss Safe Route to School Proposal for Old Ephraim Elementary School.
g. Consider applicants for a midterm election to serve the remainder of Mayor, Bryan Cox's term ending January 1, 2030.
