9- Discussion and consideration of waiving auditorium fees for the Kid's Art Yard on Friday, August 21st and Saturday, August 22nd, during the Arts Festival.
10- Discussion and consideration of waiving Rio Theater fees for film, storytelling, and a play during the Arts Festival, Friday, August 21st through Sunday, August 23rd.
11- Discussion and consideration of local area consent for St. Anthony's Fall Carnival.
12- Discussion and consideration of Stars Elite Cheer renting the auditorium for 36 hours a month for a rate of $600.
13- Discussion and consideration of Interlocal Agreement for Indigent Defense Services.

15- Discussion and consideration of wage redistribution of the Deputy Recorder for library and administrative staff.

Closed session - Helper City Council will close a portion of their meeting for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205) to discuss the character, professional competence, or physical, mental health or criminal conduct of an individual; to discuss the purchase, exchange, or lease of real property, or water when public discussion of the transaction would disclose the appraisal or estimated value of the property or prevent the City from completing the transaction on the best possible terms; to hold a strategy session to discuss pending or reasonably imminent litigation, discussions regarding security of City devices or systems.
