Public comments and questions will be received within the public comment window. To submit a comment or question, contact the assigned planner via email or leave a voicemail. Your questions will be answered within a week after the comment window has ended. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ----- New Projects Open for Public Comment The list of new projects open for public comment is updated bi-weekly. ----- Silo Park Retail Design Review at 522 S 400 W Jonathan Hardy, representing the property owner, is requesting design review for a two-story retail building at the above-stated address. This building is proposed to be part of the larger Silo Park mixed-use development. The request is to modify the provisions for ground floor glass, building entrances, screening of service areas, and sidewalk improvements as required in the MU-11 Mixed Use 11 zone. The intent of the modifications is to orient pedestrian activity to midblock walkways, rather than along arterial streets. These amendments seek to clarify the interaction of the Planned Development process with other petitions, such as Zoning Incentives, streamline approval processes for small-scale projects, and embed community benefit and tenant displacement policies into the process. The goal is to ensure outcomes align with adopted city plans and policies, including Thriving in Place, Housing SLC, Connect SLC, Growing Water Smart, and Plan Salt Lake. The Planned Development process was originally designed to encourage creative, innovative projects that support city goals and address community issues. This proposal seeks to maintain that original intent while introducing new tools for applicants using the process and ensuring proposals provide a community benefit. If approved, these proposed updates would: 1. Create two tiers of review: - Minor Planned Developments (staff level approvals) - Major Planned Developments (Planning Commission approvals) 2. Require a community benefit for major Planned Developments 3. Create a transfer of building height process 4. If approved, the applicant intends to develop the site with retail, commercial, and professional office space, 14 for-rent townhomes, and 5 for-sale townhomes. Currently the land is used for a mix of commercial/retail and single-family residential purposes. Although the applicant has requested that the property be rezoned to the MU-3 (Mixed Use) zone, consideration may be given to rezoning the property to another zoning district with similar characteristics.
