CIRCLEVILLE TOWN EMERGENCY REQUEST FOR QUALIFICATIONS (RFQ) Professional Engineering Services Emergency Watershed Protection (EWP), Post-Fire Flood Mitigation & Related Engineering Services Issued: Monday, July 27 2026, at 6:00 p.m. Statements of Qualifications Due: Wednesday, July 29 2026, at 6:00 p.m. Purpose Circleville Town is seeking Statements of Qualifications from qualified engineering firms to provide professional engineering services associated with post-fire emergency response, Emergency Watershed Protection (EWP), flood mitigation, and related disaster recovery projects. Emergency Procurement Notice This procurement is being conducted in response to Governor Cox's declaration of a state of emergency for Piute County due to the Cottonwood Fire and the resulting catastrophic flood and debris flow hazards. Circleville Town has determined that immediate procurement of professional engineering services is necessary to evaluate post-fire flooding risks, protect public infrastructure, support emergency response and recovery efforts, and pursue funding through the USDA Natural Resources Conservation Service (NRCS) Emergency Watershed Protection (EWP) Program and other available disaster assistance programs. Because delaying procurement could adversely affect public safety, disaster recovery, critical infrastructure, or eligibility for available funding, the Town has established an abbreviated Request for Qualifications response period of not less than forty-eight (48) hours. Scope of Services Services may include, but are not limited to: NRCS Emergency Watershed Protection (EWP) project development and administration FEMA hazard mitigation and disaster recovery assistance Hydrologic and hydraulic analyses Post-fire watershed assessments Flood mitigation planning and design Stream stabilization and erosion control Transportation infrastructure engineering Environmental permitting and NEPA compliance Construction administration and inspection Grant administration and funding coordination Other engineering services related to disaster response and recovery Minimum Qualifications Responding firms shall demonstrate: Licensure as a Professional Engineer in the State of Utah. Experience with NRCS EWP projects, FEMA-funded projects, or similar emergency infrastructure projects. Experience with hydrology, hydraulics, flood mitigation, and post-fire watershed restoration. Ability to mobilize immediately upon Notice to Proceed. Professional Liability (Errors & Omissions) insurance. Statement of Qualifications To accommodate the abbreviated response period, firms are encouraged to submit existing qualification packages where appropriate. Responses should be concise and include: 1. Letter of Interest. 2. Firm qualifications and relevant experience. 3. Qualifications of the proposed project manager and key personnel. 4. Experience with similar emergency response, NRCS, FEMA, or disaster recovery projects. 5. Current availability and estimated mobilization schedule. 6. Three references from similar projects. 7. Brief approach to assisting Circleville Town with its immediate emergency needs. 8. Confirmation of Utah licensure and required insurance coverage. Fee proposals are not requested at this stage. Evaluation Criteria Statements of Qualifications will be evaluated based upon: Relevant qualifications and technical expertise. Experience with similar emergency and federally funded projects. Availability and ability to respond immediately. Qualifications of proposed personnel. Past performance and references. Understanding of Circleville Town's emergency needs. Following evaluation, Circleville Town intends to negotiate scope and compensation with the highest-ranked qualified firm. If negotiations are unsuccessful, the Town may negotiate with the next highest-ranked firm. Reservation of Rights Circleville Town reserves the right to: Reject any or all Statements of Qualifications. Waive minor informalities or non-material irregularities. Request clarification or additional information. Conduct interviews if determined necessary. Cancel or reissue this solicitation. Negotiate with the highest-ranked qualified firm. Comply with any additional procurement requirements imposed by NRCS, FEMA, or other funding agencies.
