ORDINANCE NO. O-28-2026 AN ORDINANCE OF EAGLE MOUNTAIN CITY, UTAH, ADOPTING THE EAGLE MOUNTIAN ANNEXATION POLICY PLAN PREAMBLE WHEREAS, Eagle Mountain City has prepared an updated Annexation Policy Plan to guide the City's consideration of future annexation requests, and WHEREAS, the updated Annexation Policy Plan identifies areas of unincorporated Utah County from which Eagle Mountain City is willing to consider future annexation requests in accordance with applicable state law and City policy; and WHEREAS, the Annexation Policy Plan identifies seven (7) areas and describes the benefits and challenges associated with each area to assist the City Council in evaluating future annexation proposals; and WHEREAS, the City Council finds that adoption of the updated Annexation Policy Plan, attached hereto as Exhibit A and incorporated herein by this reference, will provide guidance for orderly growth, efficient municipal service planning, and implementation of the City's long-range planning goals. NOW THEREFORE, BE IT ORDAINED by the City Council of Eagle Mountain City, Utah: 1. The City Council finds that all required notices, public hearings, and other procedural requirements have been completed to consider amendments to the Eagle Mountain Annexation Policy Plan. 2. The Eagle Mountain Annexation Policy Plan attached hereto as Exhibit A and incorporated herein by this reference is hereby adopted as the City's Annexation Polity Plan. The Annexation Policy Plan provides a framework for evaluating future annexation requests. Adoption of the Annexation Policy Plan does not obligate the City to approve any annexation petition, and each annexation request shall be considered independently in accordance with applicable law and City ordinances. 3. The City Council has considered the impact of this Ordinance on and found it consistent with family health, stability, and formation as required by Utah law. 4. This Ordinance shall take effect upon its first publication or posting. ADOPTED by the City Council of Eagle Mountain City, Utah, this 7th day of July, 2026.
