PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in the Commission Chambers at 2380 Washington Blvd., Ogden, Utah, on Tuesday, July 21, 2026, commencing at 10:00 a.m. The agenda for the meeting consists of the following: A. Welcome- Commissioner Froerer B. Pledge of Allegiance- C. Invocation/Moment of Silence- Ashley Thoman D. Commissioner Comments- E. Agenda Related Public Comments- (Comments will be taken for items listed on the agenda- please limit comments to 3 minutes) F. Consent Items- 1. Request for approval of purchase orders in the amount of $94,167.08. 2. Request for warrants #108636-108685, #497381-497459 and #547 in the amount of $$722,148.03. 3. Summary of warrants and purchase orders. 4. Request for approval of minutes for the meeting held on July 14, 2026. 5. Request from Emergency Management/Homeland Security for approval to surplus a water heater and a respirator. 6. Request from the Community Development Department for approval to sell Parcels #08-022-0041 and #08-022-0088. 7. Request for approval of ratification of an agreement by and between Weber County and Metro Elevator for preventative maintenance and repair services between the Ogden Eccles Conference Center and Peery's Egyptian Theater for a period of five years. 8. Request for approval of ratification of an agreement by and between Weber County and The Licensing Company for a professional production of The Osmonds: A New Musical, July 20 - August 27, 2026. 9. Request for approval of ratification of Standard Form of Agreement by and between Weber County Library and Redd Roofing Co. for Pleasant Valley Branch roof overlay. 10. Request for approval of ratification of Standard Form of Agreement by and between Weber County Library and Redd Roofing Co. for Pleasant Valley Branch Roof Screen. 11. Request for approval of an amendment to an agreement by and between Weber County and the Bureau of Reclamation/Weber Basin Water regarding the Causey Reservoir Project. 12. Request for approval of a Right-of-Way Purchase Agreements by and between Weber County and the following for widening project along 2550 South- James and Jaylene Seamons Daniel and Brandi Hansen Hardcastle Family Trust 13. Request for approval of an amendment to the annual contract by and between Weber County and the State of Utah Attorney General's Office to add the FY2027 funds to the budget for Children's Justice Center. 14. Request for approval of a contract by and between Weber County and Weber School District to provide Law Enforcement Services to the secondary schools in Weber School District. 15. Request for approval of a Memorandum of Understanding by and between Weber County and Cache County for the Weber County Sheriff to respond to calls for service and Search and Rescue in the new Powder Mountain expansion development in cache county. G. Action Items- 1. Request for approval of a proclamation to declare o local state of emergency due to a highly Pathogenic Avian Influenza effecting five of the nine dairy farms in Weber County with the possibility of a spread to additional dairy cattle. Request for approval of an Ordinance of the County Commissioners of Weber County clarifying, confirming and authorizing the service area of the Weber Fire District. Presenter: Liam Keogh 3. Request for approval of a Memorandum of Understanding by and between Weber County and Utah Internet Crimes Against Children Task Force defining the Sheriff's Office's participation in the ICAC program. Presenter: Dustin Stewart 4. Request for approval of a Memorandum of Agreement by and between Weber County and the State of Utah Department of Public Safety to implement the provisions of Utah Code Ann. §§ 63G-6b-201. Presenter: Stephanie Russell 5. Request for approval of an agreement by and between Weber County and the Natural Resources Conservation Service, U.S. Department of Agriculture for supplemental watershed Plan No. 1 and environmental assessment for the Utaba Dam rehabilitation project. Presenter: Ashley Thoman 6. Discussion and decision regarding an ordinance amending the Weber County Land Use code provisions pertaining to amendments to the West Weber Village street regulating plan, letter-of-credit requirements, and infrastructure acceptance provisions.
