Cannonville Town Council Meeting Minutes JULY 2026 Cannonvillle town held their regular Monthly Board Meeting Wednesday, July 15th, 2026, in the town Hall. The meeting began at 7:00pm. Public in Attendance: Bailey & Stacie Mathews, Jean Hall, Anita Fletcher, Valarie & Brandon Ott, Myriah Thompson, Mark Nelson, Dr Pheobe Wiseman, Arjean Ivie, Cherie Scoffield, Russell Baldwin, & Eric Gamboni Board Members: Stewart Ivie, Alma Fletcher, Landyn Brinkerhoff, Mayor Bill Scoffield, Davis Kendrick; Machele Nelson, clerk Prayer: Davis Kendrick Pledge: Bill Scoffield Reading and Approval of Agenda: The agenda was reviewed and adjusted, adding a Public Comment section to include Pheobe Wiseman, Eric Gamboni, & Myriah Thompson. Motion to adopt with changes by Landyn Brinkerhff, 2nd by Davis Kendrick, all were in favor. Reading and Approval of minutes: June 17th, 2026, town council meeting minutes were read, reviewed, and approved. No Changes. Motion to approve was by Steward Ivie, 2nd by Davis Kendrick, all were in favor. Mayor's Items: Mayor Scoffield welcomed everybody to the July 2026 meeting. He thanked folks for helping with all things America250, including the recent half marathon ending in Cannonville. Mayor Scoffield commented that he hadn't heard anything new from SITLA, but the State Park money was available 1 July, beginning of the fiscal year. No decision yet from the State Park folks about making Promise Rock a part of the State Park system. He answered a question about property taxes in Cannonville from last meeting. By law there's a .007 annual bump from the state, but the resolution that was passed last month was for no bump from the town. The new 2026-27 budget approved last month is now in effect as of 1 Jul 2026. He emphasized that the goal of 2027 was to dig into some of the grant money offerings. Departmental Reports: Planning: Mr. Pete Jensen was excused; nothing to report about town projects. The mayor mentioned that even though the Zoning Ordinance was adopted last month, new language and areas of concern would be addressed in the future, including updating the zoning map. As suggested in both May and June meetings, it should be considered a living document, subject to periodic adjustments. Water: Mr. Alma Fletcher commented that the spring flow was recently checked and the flow is about 1/3 the rate it was several years ago. He emphasized how vital the spring will be as the SCADA control work begins and there may be some down days on the well. Notifying the public to conserve will be essential during this period of construction. The folks at KMECO, Elsinore, UT have been selected as the firm to do the Cannonville upgrades. Kick off meetings planned for Thursday July 16th, 2026. Mr. RC Franklin has assumed daily well monitoring from Alma. He will also work closely with KMECO during construction. The bulletin board in the Town Hall Lobby plus Post Office Fliers will be used to keep the public informed. Alma asked Mr. Davis Kendrick to take the lead from him on all things water in the park. He agreed. Fire: Stewart invited folks to help volunteer and talked about upcoming training sessions. The town will be working to find grant money for some needed upgrades. With HB 48 and other mapping issues, fire insurance companies may adjust rates. It's prudent to get our town firefighting capabilities in order to preclude this. Extreme fire restrictions, Stage Two, are still in place. NO FIRES please. Parks: Mr. Davis Kendrick indicated he was working with Mr. Carter Mortensen on some additional electrical work in the park kitchen and the stage. He mentioned he'd visit the sprinkler timers to ensure they are operational. Roads: Landyn Brinkerhoff reported some of the street signs have been installed. He had a concern about the Kodachrome Road sign. More info to come. Public: Ms. Pheobe Wiseman introduced herself as a Garfield County School Board candidate and gave a quick summary and her passion for local education and her desire to be involved and to communicate all things education with the public. Mr. Eric Gamboni, freelance mural artist working for Clear Skies, outlined his interest in putting some of his work on our water tanks, or on some other appropriate surface in town. Myriah Thompson highlighted her frustration about the Zoning Ordinance Review and adoption, indicating more public review and involvement was needed. She indicated she had developed a petition, including a timeline, for the public to review and sign asking for the town to revisit the Zoning Ordinance, it's wording and adoption. No petition was presented to the town in the meeting. Of special note: The Myriah & Marshall Thompson's GRAMA request submitted to the town July 6th, 2026, was completed and hand delivered on time Wednesday July 15th, 2026, to Ms. Myriah Thompson before the meeting, service fee waived. Ms. Arjean Ivie commented on the passion associated with the Zoning Ordinance and suggested it be directed to other areas for the good of the town. Ms. Stacie Mathews asked that a privacy fence be installed between her property and the town hall. Some discussion ensued about type of fence and costs. No decision made. Mr. Brandon Ott asked again the zoning map for our area be updated. Clerk: Monthly reports were made available for review and control sheet signatures. Adjourned: 7:55 pm; next meeting August 19, 2026, 7pm; motion to adjourn by Davis Kendrick, 2nd by Landyn Brinkerhoff; all approved.
