The Utah Board of Oil, Gas and Mining meets on Wednesday, July 22, at 9 a.m. at the Department of Natural Resources building at 1594 West North Temple in Salt Lake City. Division of Oil, Gas and Mining staff will conduct a briefing session at 9 a.m. 1. Emery County update from Water Rights Deputy Director Mike Drake, P.E., and Division of Oil, Gas and Mining Deputy Director Dana Dean, P.E. 2. New rulemaking topics 3. Bonding rule updates 4. New state, department, and division logos; new letterhead and business cards 5. Uintah Basin Energy Summit/remote board hearing in Vernal on September 23 6. Other 7. Next month's agenda and division calendar 8. Opportunity for public comment The board will hear the following matters as soon as the briefing session concludes: 1. Docket No. 2026-033 Cause No. 132-90 - In the Matter of the Request for Agency Action of WEM OPERATING, LLC for an order pooling all interests, including the compulsory pooling of all interests of non-consenting and unknown owners, within a 2,567.545-acre (or substantial equivalent) overlapping drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River and Wasatch Formations, comprised of Sections 5, 6, 7, and 8, Township 4 South, Range 4 West, U.S.M., Duchesne County, Utah (The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceedings on July 15, 2026.) 2. Docket No. 2026-034 Cause No. 132-91 - In the Matter of the Request for Agency Action of WEM OPERATING, LLC for an order pooling all interests, including the compulsory pooling of all interests of non-consenting and unknown owners, within a 1,294.645-acre (or substantial equivalent) overlapping drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River and Wasatch Formations, Comprised of Sections 5 and 6, Township 4 South, Range 4 West, U.S.M., Duchesne County, Utah (The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceedings on July 15, 2026.) 3. Docket No. 2026-032 Cause No. S0210046 - In the Matter of the Notice of Agency Action for bond forfeiture and reclamation at the Desert Mound Waste Removal Project, operated by Sonev Construction, LLC, located in Iron County, Utah 4. Docket No. 2026-035 Cause No. 130-52 - In the Matter of the Request for Agency Action of FOURPOINT RESOURCES, LLC for an order: (1) modifying the Board's order in Cause No. 139-150 to reorient the drilling units established thereunder comprised of Sections 3 and 10, and 4 and 9, respectively, Township 4 South, Range 3 West, U.S.M., from stand-up to lay-down and reduce the heel/toe setbacks with certain caveats relating to existing wells thereon; (2) establishing overlapping lay-down 1,920-acre (or substantial equivalent) drilling units for extra-long lateral horizontal wells for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of Sections 3 through 5 and 8 through 10, Township 4 South, Range 3 West, U.S.M., respectively, and Section 6, Township 4 South, Range 3 West, U.S.M., and Sections 1 and 2, Township 4 South, Range 4 West, U.S.M., and Section 7, Township 4 South, Range 3 West, U.S.M., and Sections 11 and 12, Township 4 South, Range 4 West, U.S.M., respectively; and (3) establishing overlapping 3,840-acre (or substantial equivalent) drilling unit boundary well drilling units for extra-long lateral horizontal wells for similar production along the common boundaries of said 1,920-acre drilling units, and comprised of Section 31, Township 3 South, Range 3 West, U.S.M., Sections 35 and 36, Township 3 South, Range 4 West, U.S.M., Section 6, Township 4 South, Range 3 West, U.S.M., and Sections 1 and 2, Township 4 South, Range 4 West, U.S.M., all in Duchesne County, Utah, with certain caveats relating to existing wells thereon 5. Docket No. 2026-026 Cause No, 379-05 - In the Matter of: Request for Agency Action of UTAH BRINE CORPORATION LLC for an order vesting operatorship in the Big Indian Unit 1 (API 43-037-16219) and the Lisbon B912 (API 43-037-15769) oil and gas wells (This matter was continued from the June 24, 2026, Board Hearing.)
