Invitation to Bid
American Dream Subdivision Infrastructure Improvements Vernal City
Sealed bids for American Dream Subdivision Infrastructure Improvements will be received by the Owner, Vernal City, at its office located at 374 East Main Street, Vernal, Utah 84078 until 11:00 a.m., local time, on Friday, July 31, 2026. Bids sent by mail shall be addressed to Finance Director, and shall be labeled 'Bid for American Dream Subdivision Infrastructure Improvements'.
The project consists of demolition, utility relocation, and public infrastructure improvements necessary to complete the American Dream Subdivision. Work includes abandoning and modifying existing water, sanitary sewer, electrical, telecommunications, and natural gas utilities while maintaining service to existing customers where required. New infrastructure includes installation of approximately 450 linear feet of 8-inch C900 water main with valves and a fire hydrant, relocation of an existing sanitary sewer manhole and associated piping, construction of new electrical conduit systems and service infrastructure in coordination with Rocky Mountain Power and telecommunications providers, and relocation of existing gas facilities in coordination with Enbridge. Upon completion and successful testing of all underground utilities, roadway construction will include subgrade preparation, engineered fill, curb and gutter, ADA-compliant pedestrian ramps, driveway transitions, asphalt paving, and installation of required traffic control and street signage, all in accordance with Vernal City standards and applicable utility requirements.
Each bid shall be correctly prepared and submitted on the prescribed Bid Form with required attachments, and shall be accompanied by a Bid Security as prescribed in the Instructions to Bidders payable to the Owner in an amount not less than five percent (5%) of the amount of the bid. The Successful Bidder will be required to furnish Performance and Payment Bonds, each in an amount not less than one hundred percent (100%) of the full contract price.
A pre-bid conference will be held at 2:00 p.m. local time, on Thursday, July 16, 2026, at the Vernal City offices located at 374 East Main Street in Vernal, Utah.
The Owner reserves the right to reject any or all bids and to determine which bid is, in the Owner's judgment, the lowest responsive bid of a bidder or group of bidders. The Owner also reserves the right to waive any informalities in any bid and to delete certain items listed in the bid as set forth therein.
Bids received after the time established for receiving bids will not be considered. Except as provided in the Instructions to Bidders, no bidder may withdraw his bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty (60) calendar days.
Bids will be opened at 11:00 a.m. local time, on Friday, July 31, 2026, at the Vernal City offices located at 374 East Main Street in Vernal, Utah.
Bidders must be licensed in the State of Utah for an amount equal to or greater than the amount of their bid and for the type of work required, at the time of bidding and throughout the period of the contract.
Bidders on this work must comply with all applicable governmental and local agency requirements.
This project is funded (or partially funded) through a Department of housing and Urban Development (HUD) Community Development Block Grant (CDBG). The contractor will be required to comply with all Federal labor standards and attendant laws, including the payment of the most current
Davis- Bacon wages and compliance with Section 3 to provide employment opportunities for lower income persons. Local, minority and woman- owned business owners are encouraged to bid. The lowest responsible bidder will be selected.
