Budget Hearing Minutes

Present at said meeting were: Mayor- Shaun Bell, Council Members- David Mckee, Kari Alton, Kirk McQuivey , Kevin Butler, City Recorder- Amanda Lake, Treasurer- Dani Tuttle, Zoning Admin.- Seth Manning

BUDGET HEARING
1. Budget Meeting was opened in the last Enterprise Fund Transfer Hearing.
A. Discuss Amending the Budget for Fiscal Year 2025-2026: Gary the City Accountant presented the current year expenditures and adjusted budget based on estimated spending by June 30. Expenditures were less than expected which means that the anticipated transfer was less than budgeted. Council Member Alton asked about where the un-transferred funds end up. The remaining amount stays in the Utility budget to allow for future expenditures. Amended budget is required by State Law. Mayor Bell questioned the Council Employee Benefits. Gary the City Accountant explained that that covers SS fees and Medicare requirements.
B. Discuss the 2026-2027 General Fund Budget, Utility Budget, Municipal Building Authority Budget, Capital Project Budget, and Perpetual Care for Orangeville City: Tentative budget presented in May has not changed. Discussed moving Pickleball Fund being separated to have a more accurate view of the operating budget. The same has been done for Class C Road funds and Transportation funds. This allows for a clearer view of operating funds. These funds are restricted and cannot be used for general City Operations. Moved many accounts to Cache Valley Bank, and allows for clearer view of balances and expenditures. No current Grants are in the budget. Any received grants will be amended into the budget. This helps keep the budget as accurate as possible.
C. Discuss the 2026-2027 Certified Tax Rate: Amanda Lake City Recorder the Certified tax rate is 0.000866 this will generate revenue of 58,166. Mayor Bell explained that if the value of your house goes up then this tax rate decreases accordingly. This year's tax rate is slightly lower than last years. This rate is set by the County.

2. Close Budget Hearing and move into Regular City Council Meeting:

Motion passed with 4 affirmative votes.
