Community Development WASHINGTON COUNTY PLANNING COMMISSION MEETING AGENDA July 14, 2026 NOTICE: The regular meeting of the Washington County Planning Commission will be held on July 14, 2026, beginning at 1:30 p.m. in the Commission Chambers in the Washington County Administration Building, 111 East Tabernacle, St. George, Utah and via Zoom. Access to this meeting is: Washington County is inviting you to a scheduled Zoom meeting. The following complete applications, determined by staff to be ready to proceed to the Planning Commission, are on the Planning Commission agenda and will be heard in the following order: (Please note: Any public hearing item comments will be limited to 2 minutes per person per item and will be strictly adhered to. A spokesperson representing a group to summarize their concerns will be allowed to speak for 5 minutes. Repetitious commentary will not be allowed.) 1. ZONE CHANGE (Public Hearing - Legislative): Review an application for a zone change for property located at approximately 2751 E Bench Road, Enterprise, Utah, from A-20 to RA-1. The approximately 2.3-acre parcel is located within the Enterprise Ranchos subdivision. Staff identified a long-standing zoning inconsistency dating back to 1962 that resulted in the subdivision being incorrectly zoned A-20. The proposed staff-initiated zone change would correct the zoning error, bringing the property into conformance. The applicants are Washington County Staff & Clay Covington. 2. CONDITIONAL USE PERMIT (Public Meeting - Administrative): Review an application for a Conditional Use Permit (CUP) to allow the construction of a single-family dwelling with a maximum height of approximately 47 feet on a 20.193-acre parcel located at 8766 N 1900 W in the Diamond Valley area. The property is zoned OST-20, where the maximum permitted building height is 25 feet. The requested height increase is intended to accommodate a traditional barn-style architectural design while maintaining compatibility with the surrounding rural and agricultural character. The residence is proposed for private residential use only, with no commercial or event-related activities. The applicant is Adam Glover. 3. CONCEPT PLAN (Public Meeting - Administrative): Review the Concept Plan for the proposed Furrow Springs development, a 12.15-acre multi-family residential project located north of the Gateway Industrial Park along Old Highway 91 near Hurricane, with access to Interstate 15. The proposal includes 180 apartment units at a density of 14.81 units per acre, with approximately 5.4 acres, or 41.48 percent of the site, dedicated to open space. The development is designed to provide workforce housing and includes a variety of proposed recreational and community amenities. The applicant is JSB Furrow Holdings, LLC. 4. MISCELLANEOUS TITLE 10 CHANGES (LEGISLATIVE): Review and hold a public hearing regarding proposed miscellaneous revisions to Title 10, The Commission will consider, discuss, and receive public input, and will make a recommendation to the County Commission. Proposed amendments and additions to Title 10 include signage. 5. MINUTES: Consider approval of the minutes of the regular Planning Commission meetings held on June 9,2026 6.
