The 2026 General Session resulted in both continued funding and historic new investments by the Utah Legislature to address homelessness statewide. Under the direction of the Executive Appropriations Committee (EAC) and the Utah Homeless Services Board (UHSB), the Department of Workforce Services, Office of Homeless Services (DWS-OHS) will be soliciting applications for funding through a number of requests for grant application processes during Fiscal Year 2027 (FY2027; July 1, 2026 - June 30, 2027). While many details are still being determined, we want to share a brief overview of what we currently know about these opportunities so communities and organizations can begin planning ahead and know what to expect from DWS-OHS in regard to funding.
Important Update on Winter Response Funding
Please be advised that DWS-OHS will not be releasing winter-specific response funding in FY2027 in the same way it has in recent years. Instead, we are prioritizing investing resources to support year-round system stabilization and targeted initiatives. While we expect this change to result in better resources and longer lasting positive impacts across the state, we recognize that it will pose particular challenges in FY2027. As a result, DWS-OHS has received permission from the EAC and UHSB to fund the continued operation of additional shelter beds in Salt Lake County. DWS-OHS staff are currently working with the applicable community partners to execute those contracts. DWS-OHS will help meet the needs of the rest of the state through the Innovative Homelessness Solutions Request for Grant Applications (RFGA) described below.
FY2027 Upcoming Funding Opportunities
- Innovative Homelessness Solutions RFGA:
o Eligible Areas of the State: Balance of State (BOS) and Mountainland (MTL) Continuums of Care (CoC)
o Anticipated Release Timeline: August 2026
o Anticipated Funding: $2,700,000
o RFGA Description: This is a competitive RFGA that expands homeless services across the BOS and MTL CoC service areas in lieu of the previous seasonal winter response funding, which operated from October 15 through April 30. Evaluation criteria will include, but are not limited to, the project's alignment with Utah's Guiding Principles of Human Dignity and the PSDC framework - Permanently Housed, Stable Employment, Drug Free, and Crime Free - as well as demonstrated community and elected official support. Additionally, all funded projects must serve individuals experiencing homelessness and ensure client access to case management, supportive services, and basic necessities. Individual project awards are capped at $550,000, with funding available for an estimated five to six projects across eligible service areas. The notice of the funding will be provided via the UHSB and Utah Homeless Network (UHN) Public Notice Websites. The period of performance will be provided within the notice of the RFGA.
- Senior Homelessness Prevention RFGA:
o Eligible Areas of the State: Statewide
o Anticipated Release Timeline: September 2026
o Anticipated Funding: $350,000
o RFGA Description: This is a competitive RFGA designed to test whether targeted, upstream intervention funding paired with case management can prevent senior citizens from entering the homeless system altogether. Utah's senior citizen population represents one of the fastest-growing segments of individuals at risk of homelessness, driven by fixed incomes, rising housing costs, and limited access to wraparound services, making early intervention both a humanitarian priority and a cost-effective alternative to shelter placement or long-term supportive housing. Award amounts will be determined based on demonstrated need and organizational capacity within the $350,000 total funding pool. The notice of funding will be provided via the UHSB and UHN Public Notice Websites. The period of performance will be provided within the notice of the RFGA.
- Justice-Integrated Case Management RFGA:
o Eligible Areas of the State: BOS and MTL CoC
o Anticipated Release Timeline: October 2026
o Anticipated Funding: $169,647
o RFGA Description: The Justice-Integrated Case Management Pilot will fund a replication of the Project RIO model, currently administered by the Salt Lake Legal Defenders Association, in a jurisdiction outside of Salt Lake County. Project RIO embeds licensed social workers within a legal defense setting to deliver intensive case management services to homeless individuals with significant criminal justice involvement, including housing navigation, mental health treatment, transportation, and community reintegration support. The Salt Lake County model has demonstrated meaningful reductions in arrests and recidivism among participants, establishing a strong evidence base for expansion. This funding would support a pilot site in a new jurisdiction, allowing DWS-OHS to test the replicability of the legally integrated social work model, build local capacity for serving justice-involved individuals experiencing homelessness, and generate data to inform future statewide expansion. The notice of funding will be provided via the UHSB and UHN Public Notice Websites. The period of performance will be provided within the notice of the RFGA.
- State and Federal Homeless Grant RFGA:
o Eligible Areas of the State: Statewide
o Anticipated Release Timeline: February 2027
o Anticipated Funding: Approximately $31,000,000
o RFGA Description: This a competitive funding opportunity for eligible Utah grantees serving individuals and families experiencing or at-risk of homelessness. This RFGA builds upon the solicitation known as State Homelessness Funding conducted in FY24 (covering July 1, 2025 - June 30, 2027). The notice of funding will be provided via the UHSB and UHN Public Notice Websites. The period of performance will be provided within the notice of the RFGA.
