Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting in the City Council Chambers at the St. George City Hall located at 61 South Main Street, St. George, Utah, on Thursday, July 16, 2026, commencing at 5:00 p.m.

a. Consider approval to award bid to Interstate Rock for the Bloomington Country Club Water Tank.
BACKGROUND and RECOMMENDATION: This item is to award a bid for the replacement and upsizing of the current Bloomington Country Club water tank. The Bloomington Country Club water tank serves Bloomington, Sun River, the East Bloomington pump station, and Desert Color. The current tank has been in service since the 1970s, is in need of repair and is undersized for the growth in the area. The city requested bids and 7 bids were received back. Interstate Rock was the low bid with a total bid of $3,100,696.49. Staff recommends award of the bid to Interstate Rock.
b. Consider approval of purchasing playground equipment through state contract with PlaySpace Designs for the Curly Hollow Adventure Park.
BACKGROUND and RECOMMENDATION: This item is for the purchase of playground equipment from PlaySpace Designs through a state contract for the Curly Hollow Park. Curly Hollow Adventure Park is a new community park that will be located on Tonaquint Drive across from Dixie Intermediate. PlaySpace worked with the city to design the playground on the central hill, rock features in the splash pad and adjacent to the playground, and an obstacle course. The playground will incorporate multiple features including concrete slides, faux rock climbing features tie in the climbing wall theme, a rope swing, cliff rider, multiple climbing obstacles and sand play area for younger users. PlaySpace Designs quoted $1,233,072.77 for all of these features. The Curly Hollow Park project is a 2023 General Obligation Bond project and is included in the Parks Master Plan. Staff recommends approval.
c. Consider approval of the purchase of Novotx LLC asset and work management software through a cooperative contract.
BACKGROUND and RECOMMENDATION: Novotx LLC is an asset and work management software utilized to track assets and work orders across the city. The city's current asset management software was recently purchased by another company and is undergoing significant changes and a substantial price increase. Staff evaluated alternative software solutions and determined that Novotx offered a more cost effective option. The purchase of Novotx is available through a cooperative contract in the amount of $176,300. Staff recommends approval.
d. Consider approving the acceptance of a $167,132.00 grant award from the Rocky Mountain High Intensity Drug Trafficking Area (HIDTA).
BACKGROUND and RECOMMENDATION: The St. George Police Department serves as the fiduciary for the Washington County Drug Task Force (WCDTF). Partnering with both the Rocky Mountain High Intensity Drug Trafficking Area (RMHIDTA) and the WCDTF, we collectively address the challenge of illicit drug distribution in Washington County, including St. George City. A long-standing partnership exists among St. George City, WCDTF, and RMHIDTA, reflecting a history of grant funding used for various investigative and personnel costs critical to their mission.
e. Consider approval of the continued sponsorship of the Lions' Club 92nd annual Dixie Round Up Rodeo and the approval to have a Beer Garden for the 6th year at the event being held September 17- 19, 2026 at the Dixie Sun Bowl.
BACKGROUND and RECOMMENDATION: This annual event, held at the Dixie Sun Bowl, includes evening rodeos Thursday-Saturday from 6:00pm-11:00pm, with a Beer Garden during that time, and a parade on Saturday at 9:00am. The sponsorship request includes permitting a Beer Garden, and the fee waivers of the following: 1)Special Event Permit Application fee ($150); 2) Sublicense fee ($5 per vendor); 3) Annual Alcohol Permit fee ($500); 4) Local Consent Application fee ($50); 5) Security fee; 6) Encroachment fees ($650); and 7)Water hydrant meter fee; and deposit application fee ($2,000). (Encroachment & Water Fees are based on 2025 estimates.) Staff recommends approval with the condition that the applicant obtain insurance with the correct endorsements and all permit applications are approved prior to the event.
f. Consider approval of the minutes from the meetings held on June 18, 2026 (work meeting); June 18, 2026 (regular meeting); and July 2, 2026.
3. Public hearing and consideration of Ordinance No. 2026-051 to vacate approximately 613 feet of platted right-of-way at the south end of Desert Color Parkway.
BACKGROUND and RECOMMENDATION: A roadway dedication plat for Desert Color Parkway and Lagoon Parkway Roadway was recorded in 2019. Intermountain Health is building a clinic in the Desert Color development and as part of the construction design they are relocating the roadway to fit their layout. The road will continue in a
southerly direction and eventually connect to Desert Sage Parkway. The Joint Utilities Commission recommended approval.
4. Consider approval of Ordinance No. 2026-052 amending the Desert Color Planned Development Commercial zone on approximately 1.28 acres located east of Desert Color Parkway, between Southern Parkway and Black Mountain Drive. (Case No. 2026-PDA-016 - McDonald's Desert Color)
BACKGROUND and RECOMMENDATION: The proposal is for a fast food restaurant (McDonald's) in the Desert Color PD-C (Planned Development Commercial) zone. At their meeting held on June 23, 2026, the Planning Commission held a public hearing and recommend approval with two conditions, with a vote of 7-0; there were no public comments.
5. Consider approval of Resolution No. 2026-xxxR to amend the Master Fee Schedule for fees related to water rates for outside city.
BACKGROUND and RECOMMENDATION: This item proposes amendments to the City's Master Fee Schedule to correct certain water rates and establish fees for the FY 2027 Dixie Days Golf Tournament. The Master Fee Schedule was originally adopted on June 18, 2026. The proposed amendment updates water rates for the Outside City, Qualified PUD, and Exempt customer classifications to align with the water rate adjustments adopted this year for all other customer classifications. The adjustments vary by meter size and usage tier, as detailed in the attached exhibit. In addition, staff proposes establishing a fee for the Dixie Days Golf Tournament to be held during FY 2027. The proposed fee is $125 per player or $500 per four-person team. Staff recommends approval.
