TOWN OF CIRCLEVILLE MINUTES
June 10, 2026
The regular meeting of the Circleville Town Council was called to order at 7:05pm by Mayor Kristi Westwood. Council Members attending were: Stacie Gass, Kaylie Barney and Shirl Fox. Tyler Dalton was excused. Lindsie Dalton, Town Clerk, was excused.
Mayor Westwood led the pledge and Stacie offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the May 15 and May 20, 2026 meetings. Kaylie seconded, and the motion passed unanimously.
Stacie made a motion to move into a Public Hearing. Shirl seconded, and the motion passed unanimously. The FY27 budget was looked over and discussed. Kaylie motioned to approve the FY27 budget. Shirl seconded the motion. The motion passed unanimously. Stacie made a motion to close the Public Hearing, and Kaylie seconded. The motion passed unanimously.

Anthony Henry wanted a business license for Coyote's Den Barbershop which will be located at 100 E Main Street Ste B. Stacie made a motion to approve the business license. Kaylie seconded , and the motion passed unanimously.
Jana Henry wanted a business license for Desert Flamingo Tattoos. Shirl made a motion to approve the business license, and Kaylie seconded. The motion passed unanimously.
The mayor asked for those not on the agenda. Jori with the Central Utah Health Department had information about the Central Utah Summer Challenge. She also had information on Tobacco Permit & Compliance Overview. She educated the Circleville Town Board members on the dangers of vaping tobacco pouches.
The Water Line Extension Agreement was discussed next. Mayor Westwood had some answers to questions that were asked at the May 15 meeting. Board Members still had some unanswered questions that they will try and get answers to. This will be looked at again in the July meeting.
The installation of water meters was discussed next. Board members would like to add 'water meters will be installed by Circleville Town or a qualified contractor approved by Circleville Town.' Kaylie made a motion to approve the update to the water policy. Shirl seconded, and the motion passed unanimously.
The Wildland Urban Interface Code was discussed next. Stacie made a motion to approve the Wildland Urban Interface Code ordinance. Shirl seconded, and the motion passed unanimously.
Bids for the cemetery fence were looked at next. Two bids were received. These bids were looked at and discussed. Stacie made a motion to reject both bids based on the lack of budget. Kaylie seconded, and the motion passed unanimously
Circleville Town has upgraded their website. Reservations for the Community Center will now be made exclusively on the website-www.circlevilleutah.org. Water bills can now be paid online. In order to do so, you will need to contact Mekeisia Westwood at 435-231-1414 to set up an account. There will be a 3% surcharge added to each payment. Circleville Town would like to thank Kaylie Barney for her work on the website.
The American250 committee has a full agenda planned for July 3 and July 4. Circleville Town would like to thank the America250 committee: Kaylie Barney, Stacie Gass, Heidi Sudweeks, Hilery Morgan, Taesi Morgan, Carol Springer, Hadley Morgan, Robert Thomas and Kathy Riddle.
Fire Department: Wade Westwood raised concerns about fireworks on July 4th. The Circleville Town Board deferred the decision to the fire department if there isn't a restriction in place.
Planning & Zoning/Cemetery: The data entry is almost complete. If there is remaining grant money it could be used for GPR.
Water Department: Peterson Plumbing had a bid for a control valve for the old town pump. The Board looked it over and approved the amount for the valve. Circleville Town applied for a CIB Grant for the redevelopment for the Wade's Canyon spring. We were granted a $1.2 million grant for the project,
Stacie made a motion to go into close session. Kaylie seconded, and the motion passed unanimously.
Stacie made a motion to approve the bills and budget variance and adjourn. Shirl seconded. The motion passed unanimously. The meeting was adjourned at 10:02 pm.
