Cleveland Town Council Meeting Pending Minutes June 11, 2026
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, June 11, 2026 at 7:00 pm. In attendance were: Kristen Vose (Mayor Pro-Tempore), Whitney Guymon, Carl Sitterud, and Chance Thompson. Mayor Shawna Horrocks was absent. Clerk, Nancy Livingston, and treasurer, Heather Holt.
Public Attendance: none.
Called to order at 7:15 pm. Pledge led by Kristen Vose.
Minutes: Chance Thompson made a motion to approve May meeting minutes. Seconded by Carl Sitterud. All were in favor, motion passed.

Item #1 Discuss/Approve/Deny Boyd Griffin.

Item #2 Discuss/Approve/Deny Rick Rasmussen Family.
Not in attendance.
Item #3 Approve/Deny Resolution for raising water and sewer connection fees.
The clerk, Nancy Livingston, read the Resolution 06122026 for raising the water and sewer connections in town. Kristen Vose explained that this was because Castle Valley Special Service District raised their rates. We are only raising the amount that CVSSD did. Motion was made by Whitney Guymon to approve and adopt Resolution 06122026. Seconded by Chance Thompson. Roll Call Vote: Chance Thompson-yes, Carl Sitterud-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed-Resolution adopted.
Item #4 Discuss/Approve/Deny transfer of $15,000 from enterprise to general.
Chance Thompson made a motion to approve the transfer of the $15,000 from the enterprise fund to general fund. Second by Carl Sitterud. Roll Call Vote: Chance Thompson-yes, Carl Sitterud-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed.
Item #5 Discuss/Approve/Deny amending 2025-2026 budget.
Whitney Guymon made a motion to approve the amending of the 2025-2026 budget. Seconded by Chance Thompson. Roll Call Vote: Chance Thompson-yes, Carl Sitterud-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed.
Item #6 Approve/Deny proposed tax rate of 0.000469 with total revenue of $13,752.
Chance Thompson made a motion to approve the tax rate of 0.000469. Seconded by Whitney Guymon. Roll Call Vote: Chance Thompson-yes, Carl Sitterud-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed rate approved.
Item #7 Adopt 2026-2027 budget.
Motion to adopt the 2026-2027 budget was made by Whitney Guymon. Seconded by Carl Sitterud. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Carl Sitterud-yes, Chance Thompson-yes. All were in the affirmative, motion passed 2026-2027 budget was adopted.
Item #8 Discuss/Approve/Deny noncompliant ordinance issues.
Rayne Jensen was sent a letter of compliance notice for the horse shed/shelters being moved but not the number of horses. House on 100 S 35 E contacted office and stated they would start working on cleaning property up and maybe have fire dept burn weeds. Shed on 90 S 300 W attended Planning & Zoning where Lowell Gardner explained the last part of line of sight compliance that they need to do to be completely in compliance.
Item #9 Discuss/Approve/Deny bills and city financials for payment.
Motion to pay the bills and city financials was made by Whitney Guymon. Second by Carl Sitterud. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Carl Sitterud-yes, Chance Thompson-yes. All were in the affirmative, motion passed.
Item #10: Council Reports.
Chance Thompson(LEPC): no meeting.
Carl Sitterud(Rec): missed Rec meeting.
Shawna Horrocks(CVSSD, EMS): absent
Kristen Vose(PZ): Planning & Zoning missed meeting. Said that Deana Murray told Planning & Zoning that she didn't need a business license, we will find state statute or ordinance about it so she knows that she will need to get a business license.
Whitney Guymon (YC): meeting to work with beautification committee, there was a wealth of things to process. Liz Turner & Darcey Powell want to give a list of items to increase revenue for town. Beth Mecham wants to know why we have rules and that we should get rid of rules and ordinances since they are not enforced. Vicky Rasmussen said in the old days each council member was over a certain part of town. Whitney then asked council what they thought of that idea. Had council each pick a part of town to be over. Chance Thompson-Park, Carl Sitterud-ballfields, Kristen Vose-old town hall, Whitney Guymon-cemetery. Ball people say they need new bases and more dirt for fields. Whitney Guymon also wants the council to set up a weekly itinerary for each job that Nancy Livingston does.

Whitney Guymon made a motion to adjourn the meeting. Second by Carl Sitterud. All were in favor, meeting adjourned.
