- INTENT TO ISSUE AN INDUSTRIAL USER PRETREATMENT PERMIT TO DISCHARGE WASTEWATER TO THE BRIGHAM CITY WASTEWATER TREATMENT PLANT. In accordance with Federal Pretreatment regulations (Title 40 Code of Federal Regulations part 403) Brigham City Corporation is requesting public comment on a wastewater discharge permit for Procter and Gamble (P&G) Paper Products Company, 5000 N Iowa String Road, Bear River City, UT. P&G is an industry which manufactures multiple consumer products and discharges domestic and process wastewater to Brigham City's wastewater treatment plant. The permit is available for public view at the office of the city recorder, 20 N Main or at the wastewater treatment plant, 675 N 1175 W, during regular city business hours. Written comments must be submitted before 8/14/2026, mailed to Bryce Lofthouse, Brigham City Wastewater Treatment Manager, 675 N 1175 W, Brigham City, UT 84302, or by email to blofthouse@bcutah.gov.
