NOTICE OF PUBLIC HEARING PROPOSED AMENDMENT TO BUILDING REQUIREMENTS FOR ROOF REPLACEMENT July 15, 2026 - 6:00 PM Parowan City Council Chambers - 35 E 100 N., Parowan, UT 84761 Notice is hereby given that on Wednesday, July 15, 2026, at 6:00 p.m., or as soon thereafter as possible, the Planning and Zoning Commission will hold a public hearing in the Parowan City Council Chambers, 35 E. 100 N., Parowan, UT, to receive public comments regarding proposed amendments to the Building Code to exempt routine residential reroofing projects from the requirement to obtain a building permit. Why? Many homeowners replace roofing materials without making any structural changes to their home. Requiring a building permit for these routine projects creates additional cost and paperwork while providing little public benefit. The proposed amendment would simplify the process for homeowners while continuing to require permits for projects that affect the structural integrity of a building. What Would Change? Under the proposed amendment, a building permit would not be required when: - Existing roofing materials are simply repaired or replaced. - The roof structure is not altered. - The shape or pitch of the roof is not changed. - No additional structural loads are added. - No more than 2 layers of asphalt singles will be on a roof after the project is complete. A building permit would still be required if a project includes structural modifications such as: - Altering roof framing, trusses, or rafters. - Changing the roof's geometry or design. - Making structural changes that require engineering or code review. - Any other work that would otherwise require a building permit. Public Hearing The purpose of the public hearing is to receive comments from residents before the City Council considers whether to adopt this amendment.
