1. CALL MEETING TO ORDER. Mayor Adam Palafox called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Adam Palafox Councilmember Radine Murphy Councilmember Brandon Grossman Councilmember Tanner Moore City Administrator Glenn Wadsworth City Attorney Spencer Call City Treasurer Sasha Palafox Clerk/Recorder Liliana Soriano EXCUSED: Councilmember Darlene Trammell, Councilmember Manuel Carrillo 3. PLEDGE OF ALLEGIANCE Mayor Adam Palafox led the Pledge of Allegiance. 4. APPROVE OR AMEND BUDGET WORK MEETING #2 MINUTES OF MAY 06, 2026. DECISION. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Tanner Moore, to approve Budget work # 2 meeting minutes of May 06, 2026. All in favor, aye. Motion passed. 5. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF MAY 06, 2026. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to approve regular council meeting minutes of May 06, 2026. All in favor, aye. Motion passed. 6. DISCUSSION PERTAINING TO SCADA AND WATER SYSTEM DELIVERY CYBERSECURITY. PHIL MILLETT Cancelled. 7. UPDATE OF SACRED CIRCLE HEALTH CARE. JOSH ANDERSON. DISCUSSION. Not present. 8. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin provided information regarding the cemetery fence that was broken over the weekend. Confirm that the cameras did not catch who did the damage due to a lack of power. Connin has contacted Wells Rural Electric Company to place a meter that will provide more power to cameras and longer recordings. Wells Rural Electric Company is trying to find a grant to help the city pay for the power meter. If a grant is not found, the amount that will be due is approximately five thousand ($5000.00) without the grant. Connin also gave the monthly stats report to the city council. B) FIRE DEPARTMENT - Temporary Fire Chief Waylen Nelson gave a monthly stats report. 9. COMMENTS FROM THE AUDIENCE: LIMIT OF TWO MINUTES. No Comments. 10. APPROVE BILL RATLIFF AS A NEW MEMBER OF THE PLANNING AND ZONING COMMISSION. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve Bill Ratliff as a new member of the Planning and Zoning Commission. All in favor, aye. Motion passed 11. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATIONS. DECISION. 1) MURPHY'S LUXURY - KADENCE MURPHY 2) EL SABOR DE TODO UN POCO #2 - RICARDO P REZ 3) BORDER TOWN GRILL - NEFTALY SANCHEZ 4) FLIP & FIND PALLET TREASURES LLC - LILIANA SORIANO 5) NOTHING BUT BULK - RAUL TRUJILLO 6) OUTLANDS COMMUNITY WAY STATION - DEEANNA CROASMUN 7) REAL ESTATE - TERRY & ARIEL POWELL Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to approve all business applications except for real estate - Terry & Ariel Powell, due to lack of documents. Councilmember Radine Murphy was sustained due to being related to Kadence Murphy. All in favor, aye, motion passed. Roll Call: Mayor Adam Palafox, aye, Councilmember Brandon Grossman, aye; Councilmember Tanner Moore, aye. All in favor, aye, motion passed 12. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. 1) MIRANDA CERDA - TRAVELING MEDICAL TEAM TO SEE VETERANS AND SOLDIERS. 2) BENJAMIN ORTIZ - FAMILY PARTY GRAD 3) SASHA PALAFOX - BABY SHOWER Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve all pre-scheduled community center rental dates. All in favor, aye, motion passed. 13. MAYOR ADAM PALAFOX UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. 1) CUSTODIAL CARE OF NEEDLEPOINT GARDENS CEMETERY. Mayor Adam Palafox is working on the cemetery with City Treasurer Sasha Palafox. For the moment, there are no updates available. 14. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED.THERETO. City Administrator Glenn Wadsworth informed the City Council that the cemetery is filling up fast right now; it is a 89% percent sold, and we are running out of space. Glenn suggests the council select one of 9 lots to start surveying and getting ready to use. City Council all agreed that lot number #8, Glenn, should begin getting ready for future use and gave Glenn the okay to move forward. 15. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. B) UPDATE ON AIRBNB ORDINANCE. No new updates currently. 16. UNFINISHED BUSINESS: APPROVE OR DISAPPROVE APPLICATION FOR FIRE CHIEF.DECISION. 3 total votes were taken at the city council meeting: Councilmember Brandon Grossman voted for Waylan Nelson, Councilmember Tanner Moore voted for Waylan Nelson, and Councilmember Radine Murphy voted for Waylan Nelson. City Attorney Spencer Call informed the city council that he will draft a contract and stay in communication with Waylan Nelson until they reach an agreement. Councilmember Brandon Grossman asked City Administrator Glenn Wadsworth about the pilot's peak springs survey water. Mr. Wadsworth responded that the surveyor was unable to get up there, but Glenn reached out to ask him about surveying the cemetery's new lot. 17. OATH FOR NEW FIRE CHIEF. Skipped by Mayor Adam Palafox. 18. NEW BUSINESS: City Clerk Liliana Soriano inform city Council that Ballots can no longer be returned by mail in a certified letter. Tooele County has requested that the ballot box be taken into the Tooele County building on the last day of the election, after 5:00 p.m. Liliana stated since is after hours, and it is approximately 2 hours going and 2 hours coming, what would the city council like her to do? She can go by herself. It is a requirement that someone else accompany her to take the ballot box since City Treasurer Sasha will be on maternity leave. Mayor Adam Palafox asked if a council member could accompany her. Liliana replied that we have asked the county clerk and are awaiting an answer. Mayor and City Council agreed that Liliana's hours should be paid, and if Liliana wants to take a city vehicle, it can be arranged, or if she wants to take her car, miles can be compensated for. 19. EXECUTIVE MEETING. None. 20. NEXT SCHEDULED COUNCIL MEETING: JULY 01, 2026 @ 6:30 P.M. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to approve the next scheduled council meeting on July 01, 2026, 6:30 p.m. All in favor, aye, motion passed. 21. ADJOURNMENT. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to adjourn the meeting at 7:06 p.m. All in favor, aye, motion passed.
