1. CALL MEETING TO ORDER. Planning and Zoning Chairman Klansey Bateman called the meeting to order at 5:40 p.m. 2. ROLL CALL Chairman Klansey Bateman (phone) Commissioner Michael Connin Commissioner Bill Ratliff City Council Liaison Radine Murphy City Clerk /Recorder Liliana Soriano EXCUSED: Planning and Zoning Commissioner Randy Croasmun, Planning and Zoning Vice Chairman Vrayen Soriano. 3. PLEDGE OF ALLEGIANCE. Pledge of Allegiance was led by Planning & Zoning Commissioner Michael Connin. 4. APPROVE OR DISAPPROVE PLANNING AND ZONING MEETING MINUTES OF FEBRUARY 19TH, 2026 DECISION. Motion made by Planning and Zoning Commissioner Michael Connin, seconded by Planning and Zoning Chairman Klansey Bateman, to approve Planning and Zoning meeting minutes of February 19th, 2026. All in favor, aye, motion passed. 5. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATION. DECISION. A) MURPHY'S LUXURY-KADENCE MURPHY Motion made by Planning and Zoning Commissioner Michael Connin, seconded by Chairman Klansey Bateman, to approve business application for Murphy's Luxury- Kandence Murphy. All in favor, aye, motion passed. B) EL SABOR DE TODO UN POCO #2-RICARDO P REZ Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve the business application El Sabor de Todo un Poco#2- Ricardo Perez. All in favor, aye, motion passed. C) BORDER TOWN GRILL- NEFTALY S NCHEZ Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve the business application Border Town Grill - Neftaly Sanchez. All in favor, aye, motion passed. D) FLIP & FIND PALLET TREASURES LLC-LILIANA SORIANO Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve the business application Flip & Find Pallets Treasures, LLC-Liliana Soriano. All in favor, aye, motion passed. E) NOTHING BUT BULK-RAUL TRUJILLO Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve the business application, Nothing But Bulk - Raul Trujillo. All in favor, aye, motion passed. F) OUTLANDS COMMUNITY WAY STATION-DEEANNA CROASMUN Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve the business application Outlands Community Way Station - Deeanna Croasmun. All in favor, aye, motion passed. G) REAL ESTATE-TERRY & ARIEL POWELL Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to table until next month. All in favor, aye, motion passed. 6. APPROVE OR DISAPPROVE MAJOR AUTOMOTIVE REPAIR SHOP, CONDITIONAL USE PERMIT ZONING (C2) BUILDING EXPANSION FOR CARRILLO BROTHERS - JULIAN CARRILLO DECISION. Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to approve a major automotive repair shop, Conditional Use permit Zoning (C2) building expansion for Carrillo Brothers- Julian Carrillo with the condition that Carrillo Brothers follow the city setback and State regulations and they continue to clean up all the excess cars they must follow the inspectors guide lines if they don't not follow the Conditional Use Permit Carrillo Brothers can lose Conditional Use permit. All in favor, aye, motion passed. 7. CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No Comment. 8. VICE CHAIRPERSON VRAYEN SORIANO UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Not Present. 9. DISCUSSION REGARDING GENERAL PLAN UPDATE BY CITY LIASION RADINE MURPHY. City Liaison Radine Murphy recently informed the Planning and Zoning Commission that the Planning and Zoning Commission should take leadership over the comprehensive update to the General Plan. State guidelines require this strategic blueprint to be revised every five years to ensure alignment with community growth and development goals. The Committee strongly encourages the residents of Wendover, Utah, to attend the public General Plan meetings on the last Wednesday of every month at 6:30 p.m. Also, there is a well-being survey that is out right now. It asks the residents what changes they would like to see in the city and what issues are not addressed here in the city of Wendover, Utah. The last day to do the survey is June 1st ,2026. 10. APPROVE OR DISAPPROVE OF PLANNING AND ZONING COMMISSIONER MICHAEL CONNIN TO SERVE AS A LIASION TO THE GENERAL PLAN COMMITTEE. Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Bill Ratliff, to approve Planning and Zoning Commissioner Michael Connin to serve as a Liaison to the General Plan Committee. All in favor, aye, motion passed. 11. COMMENTS FROM THE AUDIENCE. Local Resident Kevin Santillanez was addressing the parking lot for Julian Carillo, and the Carillo Brothers shop was not being kept up to State code, making it look like a junk yard. Kevin informs the Planning and Zoning Commission that if it were up to him, he would not allow them to do construction without first cleaning their property. 12. UNFINISHED BUSINESS. City Liaison Radine Murphy informs the Planning and Zoning Commission that there is a public notice out for a commissioner's position. Radine has talked to a couple of people, hoping some will come in and file. Please spread the word that there is a seat available. 13. NEW BUSINESS. None. 14. NEXT SCHEDULED PLANNING AND ZONING MEETING: TO BE HELD ON WEDNESDAY, JUNE 17th, 2026, AT 5:30 P.M. Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to schedule the next Planning and Zoning Meeting to be held on Wednesday, June 17th, 2026, at 5:30 pm. All in favor, aye, motion passed. 15. ADJOURNMENT. Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin, to Adjourn the meeting at 6:23 pm. All in favor, aye, motion passed.
