Call to Order
Mayor David Wood called the Public Hearing to order at approximately 6:30 p.m., followed by the Pledge of Allegiance.
Roll Call / Attendance
Elected Officials: Mayor David Wood; Council Members Paul Hansen and Rayslyn Larsen.
Staff: Town Clerk Shantrell Ritter.
Planning & Zoning Representative: Dave Lee.
Applicants/Presenters: Stacy Rindlisbacher (Town Celebration), Charlie Harris/Erickson (fuel station ordinance discussion), Deputy Sheriff Lee, Ed Dursteler (business license).
Absent/Not Present: Mark Cowley, Colette Dursteler, Sid Munk, Richard Sanders.
Public Hearing
- FY 2026-2027 Budget: Reviewed proposed budget revisions including planning & zoning stipends, Pump #1 replacement funding, and 3% COLA adjustments.
- Subdivision Ordinance: Dave Lee summarized the state-mandated update to the subdivision ordinance, attorney review, and separation of construction standards into a resolution.

Regular Town Council Meeting
Approval of Minutes
May 13, 2026 minutes approved by unanimous voice vote.
Sheriff's Report
Deputy reported 10 law incidents, 4 traffic violations, patrol activity, and staffing for the town celebration.
Town Celebration
Stacy Rindlisbacher reviewed shirts, bingo, prizes, advertising, dinner planning, volunteers, dumpster, fireworks, and event logistics.
Business License
Business license for Edison Builders approved.
Penalties Ordinance
Council discussed civil penalties, enforcement language, consistency, and concerns over the proposed $100/day fine. Ordinance tabled for further review.
Budget
Council adopted amended FY2025-2026 and FY2026-2027 budget and certified current tax rate.
Subdivision Ordinance
Council approved the state-mandated subdivision ordinance and companion construction standards resolution.
Council Reports
Paul Hansen reported on banners, RAPZ, pickleball lighting, park maintenance, memorial bench, and flagpole repairs. Rayslyn Larsen reviewed upcoming public hearing items for the automotive fuel station ordinance.
Mayor's Report
Reported pothole repairs, COG pathway project, and meeting with Smithfield Fire Department.
