1. Call to Order

2. Consent Agenda
Be it hereby moved that the following consent agenda items stand approved:
a. Agenda for the July 7, 2026 City Council Regular Meeting
b. Warrants
c. Minutes of the June 16, 2026 City Council Regular Meeting
d. Minutes of the June 16, 2026 City Council Closed Meeting
e. Minutes of the June 24, 2026 City Council Meeting
3. Public Comment (At the discretion of the Mayor)
All public comment shall: 1) only be made by those physically present at the City Council meeting and only after the person states his or her name and address for the record; 2) may last no longer than 1 minute unless otherwise allowed by the Mayor; 3) must be germane to the authority of the City Council and be directly related to city programs, projects, services or events; and 4) may not address an item already on the agenda.

d. Interlocal, Midway Water Advisory Board, Animal Services, Parks, Trails, and Trees Committee, and Code Enforcement (JC Simonsen, Council Member)
5. Lundin Property / Open Space Preservation Ceremony (Craig Simons, Mayor - Approximately 10 minutes) - Hold a ceremony to contribute $1 million to preserve land owned by the Lundin family, at 900 West Bigler Lane, as open space.
6. Heart of Midway Properties / Open Space - (Utah Open Lands - Approximately 30 minutes) - Discuss and possibly approve using additional bond funds to preserve open space on properties owned by various parties at approximately 351 North Center Street.
7. The Homestead Golf Cottages and Homes / Final Approval (Paul Berg, Berg Engineering Resource Group - Approximately 15 minutes) - Discuss and possibly grant final approval for The Homestead Golf Cottages and Homes located at 700 North Homestead Drive (Zoning is RZ and R-1-15). Recommended for approval with conditions by the Midway City Planning Commission.
8. The Homestead Hotel Condominiums, Lot 2 / Second Plat Map Amendment (Paul Berg, Berg Engineering Resource Group - Approximately 10 minutes) - Discuss and possibly approve a second plat map amendment for The Homestead Hotel Condominiums, Lot 2 located at 700 North Homestead Drive (Zoning is RZ and R-1-15). Recommended for approval without conditions by the Midway City Planning Commission. Public Hearing - Public comment must be related to this item on the agenda.
9. Ordinance 2026-19 / Grant B. Kohler Trust Annexation (Paul Berg, Berg Engineering Resource Group - Approximately 15 minutes) - Discuss and possibly adopt Ordinance 2026-19 approving the Grant B. Kohler Trust Annexation located at 970 North River Road. Recommended for approval with conditions by the Midway City Planning Commission. Public Hearing - Public comment must be related to this item on the agenda.
10. Resolution 2026-17 / Grant B. Kohler Trust Annexation Agreement (Corbin Gordon, City Engineer - Approximately 15 minutes) - Discuss and possibly approve Resolution 2026-17 approving an agreement for the Grant B. Kohler Trust Annexation located at 970 North River Road.
11. Ordinance 2026-20 / Fireworks Restrictions (Corbin Gordon, City Attorney - Approximately 5 minutes) - Discuss and possibly adopt Ordinance 2026-20 imposing restrictions on fire and fireworks in Midway City.
12. Executive Order 2026-01 / Declaration of Local Emergency (Corbin Gordon, City Attorney - Approximately 5 minutes) - Discuss and possibly ratify Executive Order 2026-01 declaring a local emergency and temporarily adopting and implementing Wasatch County Fire Restrictions within Midway City.
13. Closed Meeting (As needed) - Closed Executive Session to Discuss Pending or Reasonably Imminent Litigation, Purchase, Exchange or Lease of Property and/or the Character, Professional Competence or Physical or Mental Health of an Individual.
