Town of Goshen Planning & Zoning Meeting Goshen Town Hall May 26, 2026 Planning and Zoning Meeting 7:00 PM A. Pledge of Allegiance- Bruce Farnsworth B. Prayer - Jonathan Maclee C. Disclosures- N/A D. Public Input/ Reports (limited to three minutes) Non- agenda items: Kacey Koyle mentioned to ban personal fireworks, keep the city fireworks they do but ban personal ones. Jon mentioned that they are already banned in most places in Utah. It was mentioned to bring it up to council, not sure it was a planning and zoning thing. 1. Approval of Minutes (2/17/2026)- can not approve the minutes. 2. Discuss and possible action on zoning use change for Cameron Nerdon's property located approximately 200 N 100 E Parcel # 61:081:0055; Nick Daniels representative- Nick spoke on behalf of Cameron-since the property is zoned light industrial, want to find a way to get light industrial going there, currently it has been used as agricultural, want to correct it. Decorative rocks, gravel, will also bring in soil to sift that way they can get everything graded properly and leveled out. Greg mentioned that they have discussed this before as long as it follows the noise and dust ordinances. Nick stated that they send something in on how they will be keeping everything with proper buffers and onsite water tanks and all that. Bruce- made mention that in the last meeting it was discussed about bringing a road/paving a road into the property. Nick-in the last meeting they discussed it and the ultimate goal of it was to use this as place for Cameron use it for income before the second phase, and currently the 2nd phase is not possible due to economy is off the table, too much uncertainty. What they are proposing now is to since its only surfacing one property, will it be allowable if they follow state wild land interface guidelines, could it be treated as a driveway into the property. Jonathan- it is road so it can't be a driveway it's the city access to it. Bruce mentioned that it would need to be at least into the property. Cameron suggested leasing the land to improve it. Bruce also is still concerned with dust and noise to residents, and also wants to know if they would make 100 N into a heavy load road. Cameron said, possibly, yes. Bruce noted and explained that would be more issues then. Cameron asked why there has not been any improvements made in the industrial zone. Steven- its property owners who put in the improvements, if the town requires it for subdivision then the same for industrial. Gregg asked what Cameron meant by leasing the property. Cameron explained to improve it to a gravel road and maintain it. It would have stipulations to the lease that once he applies for permits for the rest of the permits, that he would need to pay for the road upgrade at that point. He mentioned that if he does the road completely, it becomes the cities property, and if he starts to level it out, he is doing the earth work first. Further discussion on this topic was had, and owner of a property by the road, Kacey Koyle, spoke up his concerns for the dust, and with the drought how can the town water, water dust but not grass. He has a concern for the school area as well. Gregg asked volumes and Cameron doesn't know if he can make a business out of it without. Various opinions on board given and Bruce did mention he needs to put in the road. Jonathan said he cant speak for council, but most likely wont lease. Doesn't like the crushing. Cameron- can fight the crushing, rock and stone isn't defined, what he can do, and will fight it. Kacey asked about proof for storm pollution, drains etc. The road is a big deal. Other wise be crossing fish and game lands. Some discussion was had on fire hydrants as well. It was mentioned that Urban Wildlife code allows industrial/commercial, only if he leases, to allow 1000ft from a hydrant, need to look into it with attorney at this point. So, it was stated that the road would need to go in, water, hydrant, and fire department will have to look at it as well. Cameron did bring up department of defense offer a grant to the town and owner for water or some things. This is to be revisited. 3. Discussion and possible action to clean up property lines - Kevin proposes quick claim to neighbors and revamp his property lines to be .34 acres each to have 2 lots. Bruce wants to clear up that his property line, does not go to the paved road. Steven explains there is usually 56 ft of easement, 12ft from road to property lines. Kevin's overall goal is to clean up property lines to make 2 lots, and will need to get with his surveyor and neighbors to try and make the .33 acreage work. This will be revisited when things are in place. Back to non agenda item- Questions were asked about the property on center street, north of the trailer court. Board noted the requirements and discussed this for subdividing that lot. 4. Adjournment - Jon motions, Bruce seconds, all in favor, 8:45pm.
