AMALGA TOWN COUNCIL Official Draft Minutes Public Hearing and Town Council Meeting Wednesday, June 24, 2026 6:00 p.m. Amalga Town Hall 6590 N. 2400 W., Amalga, Utah 1. Call to Order Mayor Dave Wood called the Public Hearing to order at approximately 6:00 p.m. The Pledge of Allegiance was offered. 2. Roll Call Present: Mayor Dave Wood; Council Members Paul Hansen, Mark Cowley, Rayslyn Larsen, Colette Dursteler; Clerk Shantrell Ritter. Also Present: Charlie Erickson, Dave Lee (Planning & Zoning), Brian Rindlisbacher, Bart Rindlisbacher, Mike Morley, Matt Turner, Michael Bouck and members of the public. 3. Public Hearing - Proposed Addition to Light Industrial Zone (Section 7.4.1) and Automotive Station/Convenience Store Ordinance - Charlie Erickson presented the proposed development consisting of approximately five acres, a 4,000-square-foot convenience store, gasoline and diesel fueling, and required UDOT intersection improvements. - Questions were received regarding the location, proposed zoning amendment, traffic, truck parking, water demand, lighting, fire protection, and community impacts. - Bart Rindlisbacher expressed opposition to the proposal as designed, stating it resembled a truck stop rather than a neighborhood fuel station. He cited concerns regarding overnight truck parking, crime, water usage, and long-term community impacts. - Several residents stated they would support a neighborhood convenience store but not a truck stop. - Charlie Erickson stated projected water use would be approximately 2,500 gallons per day, the parcel has always been within Amalga, and truck accommodations were included based upon industry recommendations. He stated willingness to work with the Town regarding parking restrictions and operational conditions. - Dave Lee reviewed the Planning & Zoning process, noting the proposal had undergone review by Planning & Zoning, the Town Attorney, and the Town Engineer since the previous year. He stated the proposed location was the most appropriate commercial location because it was separated from residential areas. - Council members clarified that the hearing concerned amendments to the zoning ordinance only and did not constitute approval of the business license or construction. 4. Close Public Hearing Motion: Paul Hansen Second: Colette Dursteler Motion carried unanimously. Public Hearing closed. 5. Town Council Meeting - Council reviewed comments received during the Public Hearing. - Council discussed limiting or prohibiting overnight truck parking and agreed that operational restrictions could be addressed during the business licensing process. - Mark Cowley expressed concern regarding enforcement of any overnight parking restrictions. - Rayslyn Larsen stated she supported the amendment but wanted concerns regarding truck parking addressed. - Colette Dursteler supported the amendment and believed concerns raised could be addressed through future conditions. - Paul Hansen expressed support for the project, citing anticipated economic benefits and favorable feedback from residents. - Mayor Dave Wood summarized anticipated benefits, including additional sales tax revenue, increased local services, and the importance of balancing economic development with public safety. 6.
