PUBLIC HEARING: CIB FUNDING FOR CULINARY WATER, FIRE, POLICE, AND PUBLIC WORKS PROJECTS
Motion to Open Public Hearing: Council Member Ross motioned to open the public hearing for the CIB Funding for Culinary Water, Fire, Police, and Public Works Projects. Council Member Burgan made the second.

Presentation: Karen Nelson presented proposed infrastructure project submissions for the Utah Permanent Community Impact Fund Board (CIB). She clarified that while both the generator and facility propositions had to be logged into the CIB portal by May 1st, only the culinary water generator application is being formally moved forward for the June 1st deadline. The remaining facility upgrades are delayed to the October cycle to gather more data.
Culinary Water Generator: A request for $60,000 from the CIB, with an additional matching $60,000 request to the Bear River Water Conservancy, to fully fund a backup generator for emergency power outages. If grant funding fails, water impact fees would have to be utilized.
Facilities Upgrades & Relocation: Scheduled for the October CIB application cycle. Driven by a pending $132,000+ fire contract renegotiation with Brigham City, the town needs to allow the fire department sole use of the 100 South facility (requiring $200,000 in structural upgrades, bathrooms, and interior truck-filling capabilities). This displaces the maintenance and police departments, requiring a new $400,000 facility to be built on the town's 18-acre parcel below the firehouse (acquired from the Forest Service in 2011). The total expected October grant request is $780,000, with a proposed $180,000 (23%) town contribution utilizing Class C Road funds for the new facility's access road and parking lot.
Public Comment: John Hurd (Written Comments read by Karen Nelson): Suggested the facility improvements be a step-by-step process relying on already acquired funds. Expressed concern that building on the 18-acre parcel would disrupt the walking/bike path. He reminded the council of previous legacy plans for the land (cemetery expansion, town offices). Objected to moving the police department away from Town Hall, noting parked police cars act as an effective daytime speed deterrent. Questioned rising property taxes and the potential added expenses of impact fee studies.
Karen Nelson (Response to John Hurd): Clarified that Mantua has not raised its portion of town property taxes since 2019; increases reflect school or county adjustments. No new impact fee studies are currently on the docket. The walking path would only be crossed by an access road, keeping it safely usable. The 18-acre parcel usage aligns perfectly with the 2011 Congressional testimony requirements for municipal buildings. If police services are outsourced before October, the police space can be removed from the grant application or repurposed for public works evidence storage.
Mark Peterson (105 West Black Mountain Hollow Road): Questioned the 'must build' language regarding the new maintenance shed, asking why existing spaces could not simply be refurbished. Expressed concern over the aesthetics of a public works building blocking open ground that residents were told would be a quiet cemetery expansion.
Mayor Annette Ash & Council Members (Response to Mark Peterson): Explained that the 'must build' phrasing serves as strategic leverage for the CIB approval process because public works is being actively displaced by fire trucks. Assured him that any new building would be designed to beautifully blend in with the residential neighborhood.
Tara Lewis: Suggested that future public comment windows be opened much earlier than a few days before a grant deadline to allow residents adequate time to digest the plans and voice concerns.
