NOTICE OF PUBLIC HEARINGS and PUBLIC COMMENT PERIOD Eagle Mountain City, Utah U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program Preparation of Proposed Program Year (PY) 2026 HUD CDBG Annual Action Plan Eagle Mountain City will hold a Public Hearing on Tuesday, August 4, 2026 during a regularly scheduled council meeting at 7:00 p.m. in Council Chambers, at City Hall at 1650 E Stagecoach Run, Eagle Mountain City, Utah 84005. This notice is provided in compliance with the City's adopted Citizen Participation Plan, as required by 24 CFR (Code of Federal Regulations) 91. The Eagle Mountain City Community Development Block Grant (CDBG) program is funded through the U.S. Department of Housing and Urban Development (HUD). Eagle Mountain City receives an annual allocation from the HUD CDBG program, as an Entitlement City. Eagle Mountain City (EMC) is preparing the required Program Year (PY) 2026 Annual Action Plan (AAP). The PY2026 allocation is currently estimated at $246,979, finalized with a grant agreement between EMC and HUD after HUD approval. During the public hearing EMC staff, in accordance with HUD requirements, will outline goals and AAP projects under consideration for PY 2026 with CDBG funding. Current funding outline includes: Annual Allocation of $246,979 and Prior Year Resources of approximately $220,000, for a total of $466,979. Project Proposed Allocation Housing Preservation and Development $ 200,000 Public Services (capped at 15% of annual award) $ 36,900 Public Facilities and Infrastructure Improvements $ 180,879 PY 2026 Program Planning and Administration (capped at 20% of annual award) $ 49,200 All amounts are estimates The public is invited to attend this hearing and provide feedback on the EMC proposed AAP goals and projects. NOTICE OF PUBLIC COMMENT PERIOD A public comment period on the proposed Annual Action Plan will begin on July 1, 2026 at 10:00 am MDT. Public comment period will close on August 4, 2026 at 7:00 pm MDT. Comments received by the City on or before the end of the comment period will be forwarded to the U.S. Department of Housing and Urban Development (HUD). Comments received after the comment period will not be considered. A detailed account of the plans and activities associated with the CDBG program may be obtained by visiting the City's website at www.eaglemountain.gov, or by contacting Kiara Polee, Affordable Housing Coordinator, at telephone (801) 789-6700, or by email to kpolee@eaglemountain.gov. Public notices regarding future public hearings for the 5-year Consolidated Plan, Annual Action Plans, and/or other HUD reports will be printed in a local newspaper of general circulation and posted online on the City's, website at www.eaglemountain.gov.
