IVINS CITY COUNCIL MEETING AMENDED AGENDA June 18, 2026 Mayor Kevin Smith City Council Members Sharon Barton Sharon Gillespie Dillon Hurt Wayne Pennington Mike Scott City Manager Chuck Gillette The Ivins City Council will hold a regular meeting in the City Council Chambers, 85 N. Main St., Ivins, UT, on Thursday, June 18, 2026. The meeting will begin at 5:30 P.M. NOTICE: This meeting will be held in person. You may listen to the live audio feed by going to www.ivinsutah.gov under 'Upcoming Events'. When the meeting is live, it will reflect 'In Progress' - click on the 'In Progress' link to listen to the meeting live. Note: The order of items discussed on this agenda is subject to change. 1) WELCOME AND CALL TO ORDER A. Acknowledgement of Quorum B. Flag Salute C. Invocation D. Disclosures 2) REPORTS, PRESENTATIONS AND APPOINTMENTS A. Report regarding Victims of Crime Act - VOCA B. Department Reports: Building & Zoning; Public Works & Engineering; Finance C. Planning Commission Report 3) CITIZEN COMMENT & REQUEST FOR FUTURE AGENDA ITEMS Any person wishing to bring an item not otherwise on the Agenda to the attention of the Mayor and City Council may address the City Council at this point by stepping to the microphone and giving his or her name and address for the record. Speaker forms should be filled out in advance and given to the City Recorder. Remarks should be limited to no more than two minutes. Continued discussion to consider approval of Ordinance No. 2026-14, an Ordinance of Ivins City, Utah, approving Fiscal Year 2027 salaries and/or salary ranges for elected officials, statutory officers and department heads B. Discuss and consider approval of Resolution No. 2026-11R, a Resolution of Ivins City, Utah, approving the Certified Property Tax Rate for Calendar Year 2026 C. Discuss and consider approval of Resolution No. 2026-12R,a Resolution of Ivins City, Utah, adopting the Final Budgets for Fiscal Year Ending June 30, 2027 D. Discuss and consider approval of Resolution No. 2026-13R, a Resolution of Ivins City, Utah, adopting the pass-through of the increase in the Washington County Water Conservancy District's Regional Water Rate E. Discuss and consider approval of a Memorandum of Understanding with Utah Tech University F. Discuss and consider extension of a Memorandum of Understanding and Agreement between ENLAW LLC as the developer of Black Desert Resort and Ivins City regarding the Western Corridor G. Continued discussion regarding the Interlocal Agreement governing Animal Control Services H. Discussion regarding potential impacts of the Black Desert Resort and Shivwits project I. Continued discussion regarding Anasazi Commons Annexation located along Old Highway 91 J. Continued discussion of the fire station remodel and expansion 6) CONSENT AGENDA A.
