Agenda Notice is hereby given to the members of the Hildale City Council and the public, that the City Council will hold a public meeting on Wednesday, June 17, 2026 at 7:00 p.m. (MDT), at 320 East Newel Avenue, Hildale City, Utah 84784. Councilmembers may be participating electronically by video or telephone conference. Welcome, Introduction and Preliminary Matters: Mayor Jessop Roll Call of Council Attendees: City Recorder Pledge of Allegiance: By Invitation of Mayor Jessop Conflict of Interest Disclosures: Mayor and Council Members Special Recognitions: 1. City Council Community Recognition and Appreciation Award Appointments to Boards or Commissions: 2. Ratification of the appointment of Jeff Smith to the Planning and Zoning Commission. 3. Swearing in of Megan LeBaron to the Deputy Recorder position. Public Presentations: Approval of Minutes of Previous Meetings: Council Members 4. City Council meeting minutes of May 06, 2026. Oversight Items: 10 minutes - Mayor Jessop 5. Financial Report and Invoice Register approval 6. City Admins report (Department reports included) Public Hearing: 7. The proposed interim budget includes consideration of a property tax rate that exceeds the certified tax rate. The proposed tax rate is estimated to generate approximately $208,403.80 in additional ad valorem property tax revenue, representing an approximate 170% increase in ad valorem tax revenue, increasing the property tax rate from .001111 to .003. The additional revenue is proposed to be used for the police department and general government. This public hearing is not being held to receive public comment regarding the proposed certified tax rate increase. Rather, the purpose of this public hearing is to receive public comment on the proposed Fiscal Year 2027 Interim Budget. 8. Consider approval of the Proposed interim FY27 Budget. Unfinished Council Business: New Council Business:9. Consider approval to amend zone map regarding parcel HD-SHCR-6-1-A commonly addressed as 385 W Utah Ave, Hildale, UT from Residential Agriculture .5 (RA -.5) to Single Family Residential 8 (R1-8) Zone. 10. Consider approval to amend zone map regarding parcel HD-SHCR-12-2 commonly addressed as 1320 North Canyon Street, Hildale UT from Agriculture 5 (A-5) to Residential Agriculture 1 (RA-1). 11. Report on Property Tax Impact Schedule. 12. Consider approval to set a date for a Truth in Taxation public hearing regarding the proposed property tax increase will be held on August 5, 2026 at 6:00 pm at 320 East Newel Avenue, Hildale City, Utah 84784, at which time members of the public will have an opportunity to comment on the proposed tax increase. 13. Consider approval of contract for the Prosecuting Attorney Tyler Bonzo at $1,500 per month. 14. Consider approval of the contract for the new Public Defender, Ryan Nielsen at $75 set up fee to open a file and $100 indigent cases. 15. Conditional approval to award the Booster Station & Waterline Improvements to ACAD ( Advanced Construction and Design), With the condition being Hildale City is able to receive additional funding from the Utah Drinking Water Board. 16.
