Mr. Mulhestein announced that the June 11th meeting will be dedicated to basic land use training in lieu of standard business, although administrative reports may still be provided.

Legislative Recommendations
Wall heights adjustment discussion/recommendations
Those who were present reviewed a proposal from Bryce Parker, which suggests that walls up to 6 feet in height should not require a permit. Under this proposed framework, walls exceeding 6 feet would require a building permit, while walls between 8 and 10 feet would be permitted through a conditional use process. They discussed potential standards for wall aesthetics, including requirements for stucco, block, or earth-tone materials to complement landscaping and to avoid chain-link fences. Safety concerns were noted, such as emergency access and proximity to neighbors, might require written agreements for taller walls. Mr. Muhlestein committed to refining these recommendations for the commission's review before sending them on to the city council.
Subdivision Ordinances discussion
Mr. Muhlestein presented some research on how other municipalities handle subdivision classifications. Some cities treat all subdivisions as major, whereas some use a 10-lot threshold for major subdivisions, and some categorize them by lot count, with a 3-lot or fewer split and 4 to 9 lots as minor, and then some offer fewer requirements for subdivisions with 5 or fewer lots.
They discussed criteria for distinguishing between major and minor subdivisions, expressing a consensus to prioritize the number of lots as the primary threshold rather than lot size. Mr. Muhlestein noted that currently, subdivisions with 1 to 2 lots that possess necessary utilities and street access are handled by the technical review committee without requiring formal commission approval.
Mr. Muhlestein explained that major subdivisions differ from minor ones primarily in their requirement for soil and water studies and comprehensive improvement plans. These plans must address infrastructure needs such as street extensions, curb and gutter installation, drainage, street signage, and utility connections. It was noted that these infrastructure improvements, such as relocating power and water lines, could incur significant costs.
It was questioned whether developers should be required to provide full utility and street frontage for minor subdivisions or if projects requiring significant utility extensions should be classified as major, thereby triggering the need for extensive improvement studies. Mr. Muhlestein committed to conducting further research on how other jurisdictions manage utility requirements for minor subdivisions to better inform local policy.
