Orangeville City Council Public Hearing Minutes May 14, 2026 6:30 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- David McKee, Kari Alton, Kirk McQuivey, Doug Stilson, Kevin Butler, Recorder- Amanda Lake, Treasurer- Dani Tuttle, Travis Richards. Visitors: Candace Bell, Julie Johansen PUBLIC HEARING 1. Introduction by Mayor Bell 2. Open Public Hearing Meeting: Motion: Kari Alton Second: Kirk McQuivey Motion passed with 5 affirmative votes. 3. Discuss/Consider - RESOLUTION 2026-4- PROPOSED 2026-2027 TENATIVE GENERAL FUND BUDGET, UTILITY BUDGET, MUNICIPLE BUILDING AUTHORITY BUDGET, CAPITAL PROJECT BUDGET AND PERPETUAL CARE FOR ORANGEVILLE CITY: Orangeville City's Accountant Gary Keddington goes over the 2026-2027 Tentative Budget. Gary explains that because of all the expenses for the Pickleball Court he is going to move everything out of the General Fund and put it into its on Capital Projects Fund so those expenses and contributions are in the same place to segregate those big projects. There was a new Fund created for Class C Road Funds to track the carry-over from year to year more accurately. A portion of those funds go to the Special Service District. This will prevent giving the impression that the city has more funds than there is. Class C Road Funds are restricted Funds. Gary states that he would like to keep the budget simple as possible, so he has decided to not predict grants that we may be getting and if we do get grants then we will open up the budget and amend it. Mayor Bell wants to clarify that there has been no money that has come out of the City Funds. All monies for the pickleball courts have been donated or grants. Gary has a concern that we have had to transfer money from the Utility Funds to cover deficit last year and this year. The city's budget does not have a lot of room for anything extra. Gary continues to go through the expenditures set for the Fiscal Year that have been discussed with each Council Member prior to the Public Hearing. The Municipal Building Authority Budget holds the debt for Loans that the City has. The final budget will be presented and adopted in the June meeting. 4. Public Comment: No Comment 5. Consider proposed ORDINANCE 2025-4- AN ORDINANCE OF ORANGEVILLE CITY AMENDING SECTIONS 11-11-27.1, PURPOSE, RULES AND REGULATIONS FOR SHORT-TERM RENTALS, AMEND SECTION 11-11-27.3(7), PERMITS, INSPECTIONS, LICENSES REQUIRED AND ADD 11-11-27.6, SHORT-TERM RENTAL EXEMPTIONS, TO SHORT-TERM RENTAL REGULATIONS IN THE ORANGEVILLE CITY CODE: Amanda Lake explains that the Planning and Zoning Commission decided that they wanted to change the distance for short term rentals. Councilman Doug Stilson explains that they had a few people come to them complaining about the number of short-term rentals. He states that in the future there will be more housing needed to support the mines, Valor Atomics, etc. Orangeville City needs homes available for families that will be moving in. He explains that they have changed the distance from one short term rental to another from .25 miles to .50 miles, and that distance will be measured by the closest property line to the closest property line, drawn by a straight line. 6. Consider ORDINANCE 2026-5- AN ORDINANCE OF ORANGEVILLE CITY AMENDING SECTION 11-11-25.6 (B)(10), RECREATIONAL VEHICLE COURTS: Amanda Lake explains that Planning and Zoning Commission has felt the need to amend with the RV Parks and the length of time for RV's can stay at the Park. Councilman Doug Stilson explains that this came about when there was concern from citizens that there were some RV's staying for a long period of time. The city has individuals come in to work the long hauls at the Power Plant and needs places to stay for that period which can be longer than the 30 days allowed. Doug states that he has called other RV Parks that have an option for extended stays. Doug says that they have decided to have the RV Park owners have every customer sign a 30-day contract and if they stay longer than 30 days, then a new 30-day contract will need to be signed. He states that this will help to keep them from establishing residency. There was no maximum amount of days set. 7. Close Public Hearing and Open the Regular Session Motion: Kirk McQuivey Second: David McKee Motion passed with 5 affirmative votes.
