Approval of Resolution 2026-4: TENATIVE GENERAL FUND BUDGET, UTILITY BUDGET, MUNICIPLE BUILDING AUTHORITY BUDGET, CAPITAL PROJECT BUDGET AND PERPETUAL CARE FOR ORANGEVILLE CITY: The City's Accountant, Gary Keddington reported on the city's 2026/2027 Fiscal Year Tentative Budget in the Public Hearing prior to this meeting.

Approval of ORDINANCE 2025-4- AN ORDINANCE OF ORANGEVILLE CITY AMENDING SECTIONS 11-11-27.1, PURPOSE, RULES AND REGULATIONS FOR SHORT-TERM RENTALS, AMEND SECTION 11-11-27.3(7), PERMITS, INSPECTIONS, LICENSES REQUIRED AND ADD 11-11-27.6, SHORT-TERM RENTAL EXEMPTIONS, TO SHORT-TERM RENTAL REGULATIONS IN THE ORANGEVILLE CITY CODE. This was discussed in the Public Hearing held before this Council meeting.

12. Ratify Dead Pin for the new backhoe in the amount of $206.98- Mayor Bell states that they needed a new pin to be able to take the bucked off .

13. Staff/Council/Mayor Reports-
Seth Manning- The house on South main finally has retained a building permit. The house on 200 west still has not obtained a building permit and has been given until the 18th of June to get it. Animal Control has been busy this month. They have dealt with some citations.
Travis Richards- Travis states that they have been getting things ready for Memorial Day at the Cemetery. He states that there was a funeral this past weekend.
Dani Tuttle- Dani states that she needs someone to attend the Flood Mitigation meeting. David McKee states he will attend. Dani states that the shirts for Orangeville Days have been designed and sent to Shanae Butler. Dai explains that her and Amanda have been working on Orangeville Day Vendors and parade line-up. Dani reports that she has move two accounts over to Cache Valley Bank. Dani also states that we have found two accounts that have just been sitting there. One of the accounts is a water share account to purchase water shares with. We found out that the way this money was accumulated is when Utility Billing was sent out each month, $1.00 from each account was taken and put into this account quarterly. The other Capital Project account was left over funds form previous projects. Amanda states that she is reading over the contract the City has with the Irrigation Company to see if there is anything saying the city cannot buy water shares. Amanda Lake suggests to try and renegotiate the contract with the Irrigation Company. Dani states that we did not receive the Trail Grant.
Amanda Lake- Amanda reports that we have been working on parade things for the past couple of days. Amanda states that URS is finally situated.
Tracy Addley- Tracy states that they have mock training at Valor. They have also had the Pre-school come to the fire station. They attended a fire in Castle Dale. He might have a couple of possible Fire members join the Fire Department. Tracy states that he has got some students express that they wish the high school would offer an EMT class.
David McKee- David reports that ULCT Conference was interesting. He states that he only found 2 of the classes helpful. He didn't feel it was beneficial for 2 days. The EMS board is still struggling. Commissioner Jensen is pushing for the PILF money. They want the cities to write a letter of support for this. David states that the problem is that there are six districts that receive it now and its not a set amount and is determined by the commissions where the money would go. The EMS states that aside from the large amounts of funds that they have they are still needing additional funding.
Kari Alton- Kari reports that the YCC met at the Cemetery to weed the flower bed. The flowers were ordered in January and will be picked up next week. Kari suggests instead of buying more flowers for the Cemetery that she may want to buy artificial flowers to save money. YCC will come help at Orangeville Days. They would like to sell food and drinks at the silent disco to help earn money.
Doug Stilson- Doug report that they have been working on updating the City's fees. He has made suggestions on the fees. He would like to break all the different business licenses down in to categories. Anymore discussion will need to placed on the next agenda. Doug states that the city was looking into taking over the animal control intake. He says that after looking over what the County actually pays the vet. Last year it was only about $35,000. He doesn't think for that amount that it would be worth pursuing.
Kevin Butler- Kevin reports on Orangeville Days progress. There will not be a car show due to other conflicting events. David McKee says that they have mapped out the ride and planning is underway.
Mayor Shaun Bell- Mayor Bell expressed his frustration with the County Commissioners on getting potential County property Annexed into the City. Mayor Bell states that he scheduled a meeting with all three of them and only Commissioner Jensen showed up. Mayor Bell explains that he talked with Cory Gardner at Valor and he seems excited about the prospect of being annexed into the city. This will be big for Orangeville and means a lot for our City.
