The LBA's Capital Projects Fund for Fiscal Year 2026-27 only includes the bond debt services for the Glendale and Marmalade Libraries. (Other Capital projects throughout the City are included in the Mayor's Recommended Budget.) The LBA is a financing tool for cities and government entities, like libraries, to bond for capital projects at better interest rates. Capital projects are big projects like parks, public buildings, and street projects. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall celebrating June 2026 as Immigration Heritage Month in Salt Lake City. 2. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall supporting America250 Utah and recognizing the Salt Lake City Utah250 Community Committee. G. PUBLIC HEARINGS: Items G1 - G4 will be heard as one public hearing. 1. Grant Application: Safe Streets for All Funding Fiscal Year 2026 The Council will accept public comment for a grant application request from the Transportation Division of the Community and Neighborhoods (CAN) Department to the U.S. Department of Transportation. If awarded, the grant would fund pedestrian and traffic safety improvements at 110 targeted intersections throughout the City, including LiDAR pedestrian detection technology, Accessible Pedestrian Signal (APS) push buttons, and lighting. Grant Application: Salt Lake County Recreation Bond 2027-2036 The Council will accept public comment for a grant application request from the Department of Public Lands to Salt Lake County. If awarded, the grant would fund the Civic Center All Abilities Destination Playground in the northeast quadrant of the Library Square/Civic Center campus. Grant Application: Homeless Shelter Cities Mitigation Grant Fiscal Year 2027 The Council will accept public comment for a grant application request from the Police Department to the Workforce Services Homeless Services. If awarded, the grant would fund 19 existing full-time positions that support public safety efforts in neighborhoods surrounding homeless shelters. The grant period is one year, July 1, 2026 - June 30, 2027. Grant Application: Fiscal Year 2025 Justice Reinvestment Initiative: Strengthening State and Local Operations to Reduce Crime and Recidivism The Council will accept public comment for a grant application request from the Police Department to the U.S. Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance. If awarded, the grant would fund travel training, equipment, supplies, training registrations, and overtime for officers, social workers, and victim advocates. The grant period is three years, June 1, 2026 - May 31, 2029. POTENTIAL ACTION ITEMS: Ordinances and Resolutions listed below (H1 - H16) are associated with the implementation of the Mayor's Recommended Budget for Salt Lake City, including the Library Fund, for Fiscal Year 2026-27. 1. Ordinances relating to Fiscal Year 2026-27 City Budget, including the budget for the Library Fund The Council will consider adopting one or more ordinances approving the interim budget for Salt Lake City for Fiscal Year 2026-27, including the employment staffing document and the proposed property tax increase outlined in the Property Tax Impact Schedule. The interim budget includes a tax rate adjustment exceeding the certified tax rate and will reserve revenue funds received through the proposed increase tax rate in a restricted fund until the final budget adoption prior to September 1, 2026. Resolution: Fiscal Year 2026-27 Budget - Capital Improvement Program The Council will consider adopting a resolution for project funding allocations in the Capital Improvement Program (CIP), which involves the construction, purchase or renovation of buildings, parks, streets, or other City-owned physical structures. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in June with the annual budget process, while project-specific funding is approved by September 1 of the same calendar year. Resolution: Addendum No.10 to the Interlocal Agreement with the Utah Transit Authority (UTA) for Transit Master Plan Frequent Bus Service Routes Implementation The Council will consider adopting a resolution that would authorize the Mayor to enter into the proposed addendum No.10 to the Interlocal Agreement with UTA to implement 2026-27 Frequent Service Network (FSN) Routes. Frequent service is a goal for buses to arrive at least every 15 minutes. This agreement covers the routes on 200 South, 900 South, 2100 South, and 1000 North. The interlocal agreement signed in 2018 is for twenty years, with a goal of full implementation of the FSN Routes as described in the City's Transit Master Plan. Resolution: Waiver of Proximity for Via Veneto Pizzarium at 511 East 900 South The Council will set the date of Tuesday, July 14, 2026 at 7 p.m. to accept public comment and consider adopting a resolution that would establish a waiver of proximity for Via Veneto Pizzarium at 511 East 900 South, pursuant to Utah Code 32B-1-202. As of May 2026, State code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcohol Beverage Services (DABS) granting the license when the location is within specific proximity measurements of a community location. The City is required to hold a public hearing at least 30 days before a waiver can be approved. The restaurant is located across the street from Liberty Park within Council District 5.
