Cleveland Town Council Meeting Pending Minutes May 14, 2026 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, May 14, 2026 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud. Chance Thompson was absent. Public Attendance: Cindy Ward, Lowell Gardner Called to order at 7:01 pm. Pledge led by Mayor Horrocks. Minutes: Carl Sitterud made a motion to approve April meeting minutes. Seconded by Kristen Vose. All were in favor, motion passed. Public Comments/Questions: Cindy Ward stated that she would be helping mow the cemetery to help get it ready for Memorial Day. Lowell Gardner stated that the wind knocked over an old tree that was part way into the road on 200 South 365 E, would like to Town to move it off road. Also noted that he had seen 2 black labs by his house that he chased off 3 times. Item #1 Discuss/Approve/Deny choose bid for repairing old fire station roof. Mayor Horrocks read bids for old fire station roof repairs. One from Desert Contracting for $1300 and one from CAS INC for $2987. Motion made by Carl Sitterud to accept bid from Desert Contracting. Second by Kristen Vose. Roll Call vote: Whitney Guymon-yes, Kristen Vose-yes, Shawna Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed. Item #2 Discuss/Approve/Deny choose bid for ADA compliant toilets for bathrooms at the park. Mayor Horrocks read bids for replacing park toilets with ADA compliant self-flushing ones. Bid from The Swell Plumber at $3648 and one from Snow's Heating & Air Conditioning for $2500. Whitney Guymon made a motion to accept bid from Snow's Heating & Air Conditioning. Second by Kristen Vose. Roll Call vote: Carl Sitterud-yes, Shawna Horrocks-yes, Kristen Vose- yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #3 Discuss/Approve/Deny Treasurer, Heather Holt, go over tentative budget. Heather went over tentative budget with council. Insurance bill went up so adjusted it for that. Question about beautification budget for next year-what comes out of this? It is for flowers and sometimes weed killer. Will leave beautification budget for now since not sure how cheaper flowers will be next year and can amend if needed. Item #4 Adopt tentative 2026-2027 budget for modifying and amending. Motion to adopt the tentative 2026-2027 budget was made by Kristen Vose. Seconded by Carl Sitterud. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Shawna Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed tentative budget adopted. Item #5 Discuss/Approve/Deny noncompliant ordinance issues. Chairman Lowell Gardner will be addressing an issue with Zoning. Lowell Gardner explained why the shed on 100 S 300 W is still not in compliance with the 3rd point in letter sent from 2-5-2.5 #2. The third point has a 25-foot driveway triangle line of sight area that when drawn goes through the front of the shed near the edge of driveway by the house. Clerk handed ordinance that states road was vacated, so it is a private road. Lowell Gardner stated that this would not affect the issue of non-compliance. They will need to move the shed more to the east or north if room to bring it into compliance. Council Whitney Guymon stated that maybe there was some miscommunication or misunderstanding about ordinance. She will contact them and have them come to the next Planning and Zoning meeting so it can be discussed with them. Item #7 Discuss/Approve/Deny bills and city financials for payment. Motion to pay the bills and city financials was made by Kristen Vose. Second by Mayor Horrocks. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed. Item #8: Council Reports. Chance Thompson(LEPC): absent Carl Sitterud(Rec): didn't make Rec meeting. Shawna Horrocks(CVSSD, EMS): EMS discussed PILT money, want more towards EMS. CVSSD meeting next week, last month talked about projects. Kristen Vose(PZ): asked if there are flag pole lights for ballpark flags, Nancy replied we do. Planning & Zoning approved zoning for Paul Broderick to get a building permit for a shed on his property. Shawna Horrocks received zoning approval for pool door and fence. 2 persons for business licenses didn't show. Whitney Guymon (YC): made mailer for secondary water-need them mailed out. Would also like message on cards. Wanted to know if there is an ordinance for light brightness during the night. Item #9 Adjourn Meeting. Kristen Vose made a motion to adjourn the meeting. Second by Whitney Guymon. All were in favor, meeting adjourned. Nancy Livingston, Clerk
